The Senior Financial Analyst supports the planning, policy, execution, reporting, and oversight of Financial Management (FM) operations. Support budget formulation, budget execution, cost accounting, resource evaluation and analysis (RE&A), OMB A 123, and financial statement audit initiatives. Support the formulation, evaluation, interpretation, and application of proposed and published FM policies and procedures. Support Fiscal Year (FY) closeout activities, including funds execution, reconciliation, validation, and certification. Support the development and delivery of FM training, assistance, and inspection programs. Develop and deliver briefings relative to FM operations. Individuals may also supervise peers and/or junior analysts.
Specifically, the Senior Financial Analyst position will support U.S. Marine Corps activities and personnel with the execution of assigned responsibilities within the Defense Agencies Initiative (DAI). The Senior Financial Analyst will be supporting U.S. Marine Corps activities and personnel with the execution of assigned responsibilities to achieve and maintain a positive audit opinion for the USMC, including audit readiness, business process improvement, and workforce development across FM operations through the rapid integration of processes, people, and technology. This also includes receiving, analyzing, prioritizing, coordinating, diagnosing, and resolving requests for assistance through virtual, remote, and in person support, primarily with geographically local activities. May resolve routine scenarios through the application of existing guidance and training aids, while non routine scenarios may require significant research and coordination to develop, propose, and implement service wide solutions. Your future duties and responsibilities:
. Knowledge of legacy business processes, reports, and feeder system tools to analyze historical financial transactions and reconcile Key Supporting Documentation (KSD).
. Familiarity with and capability to access, navigate, and transact within DAI.
. Familiarity with the Procure to Pay (P2P) module in DAI and reporting through Oracle Business Intelligence Enterprise Edition (OBIEE).
. Identify and research performance trends and processing gaps, coordinate with stakeholders, and report findings and recommendations to client management for resolution.
. Identify anomalies or unexpected results when navigating in DAI, recording information, or validating interfaced data.
. Assist USMC activities with the timely resolution of critically aged requisitions, interface errors, pre validation failures, MCVISTA rejects, unmatched transactions, and other priority abnormal transactions.
. Support the monthly Budget Execution Validation (BEV).
. Support the planning, policy, execution, reporting, and oversight of FM Operations.
. Support the creation and provision of FM training, assistance, and inspection programs.
. Develop and implement Quality Control (QC) over financial reconciliations.
. Support budget, accounting, and audit initiatives.
. Support the development and implementation of the Internal Controls over Financial Reporting (ICOFR) program and procedures.
Required qualifications to be successful in this role:
. CLEARANCE REQUIREMENTS: SECRET or ability to achieve
. EDUCATION REQUIREMENTS: Bachelor's Degree is preferred but not required. The Bachelor's Degree can be substituted with an additional four years of experience.
. Approximately eight plus years of experience in USMC Financial Management Operations, including procurement and requisition lifecycle management. General working knowledge of the following systems and associated reports: DAI, OBIEE, GCSS MC, SYNCADA, DTS, GSA, EBS, PIEE/WAWF, WebVLips, CEDMS, LDG, STORES, EEBP, and DMLSS.
. Limited travel may be required, not anticipated to exceed four weeks per year.
. Ability to effectively communicate orally and in writing, including the ability to lead periods of informal virtual, remote, and in person support/training with DAI users.
. Ability to multi task and employ problem solving skills.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $70,800.00 $172,400.00.
