Position Summary
Horizon Global Partners (HgP) is seeking an experienced Program Manager to lead the execution and administration of a Federal Government Blanket Purchase Agreement (BPA). The Program Manager will serve as the primary point of contact between Horizon Global Partners and the Congressional Budget Office (CBO), ensuring successful execution of contract requirements, staffing, schedules, budgets, deliverables, and overall program performance.
The successful candidate will have the authority to act on behalf of the contractor, coordinate multidisciplinary technical teams, communicate effectively with senior Government officials and executives, and ensure all contractual obligations are delivered on time, within budget, and in accordance with Federal requirements. A strong background in Information Technology and/or Cybersecurity is highly desirable due to the technical nature of the contract.

Position Responsibilities
Program & BPA Management
• Serve as the Contractor’s primary point of contact for all BPA and task order activities.
• Act as the principal liaison between Horizon Global Partners and the Congressional Budget Office (CBO).
• Coordinate execution of all contract requirements, staffing, schedules, budgets, and deliverables.
• Exercise authority to make operational decisions on behalf of the contractor.
• Maintain availability during CBO operating hours to support Government requirements.
Project Planning & Execution
• Lead project initiation, planning, execution, monitoring, and closeout activities.
• Develop project plans, schedules, milestones, and resource allocations.
• Coordinate multiple concurrent technical workstreams across cloud, cybersecurity, infrastructure, software development, and engineering teams.
• Track project performance using established metrics and reporting mechanisms.
Resource & Financial Management
• Coordinate staffing assignments and workforce planning.
• Forecast labor utilization and burn rates.
• Monitor project budgets and resource allocations.
• Ensure efficient utilization of contract personnel and resources.
Risk & Quality Management
• Identify technical, operational, and contractual risks.
• Develop mitigation strategies and contingency plans.
• Monitor project quality and ensure deliverables meet Government expectations.
• Conduct project reviews and implement corrective actions when necessary.
Stakeholder Communication
• Prepare and deliver executive-level project status briefings.
• Communicate effectively with CBO leadership, Contracting Officer Representatives (CORs), executives, and technical stakeholders.
• Coordinate project meetings, action items, and follow-up activities.
• Ensure timely communication of project risks, issues, and accomplishments.
Contract Administration
• Monitor contract performance and compliance.
• Support task order planning and execution.
• Coordinate project documentation, reporting, and deliverable submissions.
• Ensure contract deliverables are submitted accurately and on schedule.
Documentation & Process Improvement
• Develop and maintain:
o Project Management Plans
o Standard Operating Procedures (SOPs)
o Work Instructions
o Risk Registers
o Project Schedules
o Status Reports
o Budget Tracking Reports
o Lessons Learned Documentation
• Recommend process improvements to enhance project delivery and operational efficiency.

Required Qualifications
• Bachelor’s degree in Information Technology, Business Administration, Project Management, Engineering, or a related field (IT-related degree preferred).
• PMP Certification preferred or a minimum of 10 years of program/project management experience.
• Minimum 10 years managing complex Information Technology or Cybersecurity projects.
• Demonstrated experience administering Federal Government contracts, BPA task orders, or similar programs.
• Strong understanding of Information Technology and Cybersecurity concepts.
• Experience with project management tools such as Microsoft Project, Jira, or equivalent.
• Experience managing project schedules, budgets, staffing, and performance metrics.
• Experience developing policies, procedures, and work instructions.
• Strong experience identifying, assessing, and mitigating project risks.
• Ability to evaluate technical deliverables and ensure compliance with Government requirements.
• Exceptional written, verbal, and executive-level communication skills.
