As a Targets and Interceptors Global Supply Chain Project/Program Manager (GSCPM) - Level 3 or Level 4, located onsite in Chandler, AZ, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

Job Duties:
  • Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs.
  • Ensure vertical and horizontal integration of Global Supply Chain Schedules through strategic planning and execution.
  • Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
  • Develops material strategy and leads activities for GSC in all phases of the Business Acquisition Process (BAP). Oversees and manages the operational aspects of ongoing projects and serves as liaison between GSC Program Management and planning, project teams, and line management.
  • Leads teams of individuals in a dynamic, fast-paced Program environment with responsibilities including rapid requirements execution, standard parts ordering, scrap/spare/replacement planning and serves as a GSC liaison to Program Operations and GSC Execution IPTs.
  • Participates routinely in supplier IPT's as the GSC program/project strategy owner.
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, material make/buy plans, procurement and subcontracts strategies.
  • Leads supply chain Program execution and is accountable for project resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
  • Provide early visibility into purchase requisition requirements release constraints and material excess review.
  • Reviews status of projects and budgets; manages schedules and prepares status reports.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develops mechanisms for monitoring project progress, risk mitigation, supplier expedite milestones, intervention strategy, and participates in problem solving with project managers, line managers, and clients.
  • Briefs the PMO and management on status and issues affecting Program cost, schedule, and supplier performance.
  • Communicates program schedule and engineering change deviations and ensure all impacts are coordinated with internal/external customers prior to implementation and execution.


Basic Qualifications:
  • Bachelor's Degree with 5+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement -OR- Master's degree with 3+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement for a level 3; in lieu of degree an additional 4+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement may be considered
  • Bachelor's Degree with 8+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement -OR- Master's degree with 6+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement for a level 4; in lieu of degree an additional 4+ years of experience in supply chain management, project management, sustainment, proposals, material requirements planning, GSC advanced planning or procurement may be considered
  • Must have experience with Bills of Materials and design effectivity planning
  • Must have previous experience in Supply Chain with U.S. Government contracts
  • Must have experience in Advanced Planning and Material Requirements Planning (MRP)
  • Ability to read blueprints and have manufacturing requirements understanding
  • Ability to obtain an active U.S. Government Secret level clearance within a reasonable amount of time as determined by the Company to meet its business needs
  • Ability to manage and communicate effectively at all levels for multiple abstract priorities, projects, and actions with minimal supervision
  • Strong PC Skills; including Advanced MS Excel, solid working knowledge of MS Project, MS Powerpoint, and Sharepoint


Preferred Qualifications:
  • Costpoint and SAP System knowledge
  • EVMS experience
  • CAM experience
  • MS Visual Basic and data repository use
  • Enterprise Software Factory (ESF) Confluence
  • Zenith Visual Analytics Portal
  • Manufacturing supplier experience/knowledge
  • Active U.S. Government Secret level clearance.


Primary Level Salary Range: $81,400.00 - $122,000.00

Secondary Level Salary Range: $101,400.00 - $152,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
