Job Description

Duties

1. Directs and administers the installation level testing programs, which may include, but not limited to all military tests (AFOQT, CDC, EDPT, TBAS, AFRAT, HAZMAT, etc.), the Credit-by-Exam program (CLEP/DSST), civilian testing programs, such as FAA and Pearson Vue testing, and any other required tests IAW with applicable directives.

2. Manages and administers the installation's Weighted Airman Promotion System (WAPS) tests.

3. Management/Security of Test Materials.

4. Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs.

5. Develop, interpret, and analyze data extracts and reports from automated testing databases and/or develop the most efficient and effective automated systems approaches for presenting reports and graphics for management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.

**Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions, a college or university-sponsored practicum in counseling is also required):

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: I have at least one year of specialized experience at the NH-II (or higher) pay band or equivalent in other pay systems. Examples of specialized experience includes knowledge of policies, procedures and guidelines in relation to functions performed as a Test Controlling officers, who assists with development in relation to test control, security, and dispositions of test materials; knowledge of promotion, career, proficiency and other military test, identifying discrepancies in selective records, screen and develop a list of eligibles for promotion based on date of rank and scheduled pending promotion boards; knowledge of regulations and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials; knowledge of Military Personnel Database Systems (MILPDS), Case Management Systems (CMP) and WAPS Information Retrieval System (WIRE) to document, pull and analyze reports, review/manipulate automated products and enter data/correct errors. Note: Resume must show supporting details.

Education: Have successfully completed graduate level education (or higher) in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You MUST submit a copy of your transcripts.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You MUST submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of policies, procedures and guidelines in relation to functions performed as Test Control Officer. Skill in assisting with policy, procedures and guideline development in relation to test control, security, and disposition of test materials.

2. Knowledge of promotion, career, proficiency and other military tests; identify discrepancies in selective records; screen and develop lists of eligibles for promotion based on date of rank and scheduled pending promotion boards, reconcile headquarters promotion eligible lists.

3. Ability to analyze, research, interpret rules, regulations, procedures and precedents relating to military testing, military e complex procedural and program issues and provide guidance to commanders, supervisors, managers, and military personnel.

4. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials. Knowledge of military personnel policies, programs, regulations, and procedures regarding rank structure, assignments, eligibility, record keeping and the requirements for promotion.

5. Knowledge/experience with Military Personnel Database System (MILPDS), Case Management System (CMS) and WAPS Information Retrieval System (WIRE) to document, pull and analyze reports, review/manipulate automated products and enter data/correct errors.

6. Knowledge of various office processing software, procedures and functions employed to produce a wide range of documents and correspondence.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
