Duties

The primary purpose of this position: The primary purpose of this position is to serve as the Logistics and
Planning Liaison Officer, NORAD and USNORTHCOM (N/NC) Washington Office (WO) and provide expertise
on a broad spectrum of organizational, managerial, and technical issues related to Homeland Defense (HD) and
Defense Support to Civil Authorities (DSCA) operations.

Duties
  • Applying military operations experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned Combatant Command (COCOM) program(s).
  • Documents planning and programming decisions/recommendations in appropriate formats to meet (COCOM) requirements.
  • Actively participates in strategic planning for National Security Special Events (NSSEs) and provides Commands' equity with focus using strategic planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • Service -level AT/FP, C-UAS, Security Forces, and/or Intelligence operations are highly desirable.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release.
  • May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. The physical/medical assessment is not a pre-employment requirement.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement ofcritical command plans and programs for participating in or conducting major operations such as UAS operations; C-UAS operations and systems development; Intelligence, Surveillance & Reconnaissance operations; MissileWarning/Defense, Testing, Training, Tactics & Exercises; Special Security Oversight; Anti-Terrorism/ForceProtection operations; Cyber Integration; Global Information Grid Operations & Defense; associated mission andflight operations; Planning, Programming, & Budgeting System (PPBE), acquisition, special operations, or similar operations; Knowledge of military command structure, missions, programs, and organizational relationships and program goalsand objectives, the sequence and timing of key operational events and milestones, and methods of evaluating theeffectiveness of planning actions as related to actual events; Knowledge of the various command entities involved in overall planning and execution of operations andevaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as UAS operations; C-UAS operations and systems development; Intelligence, Surveillance & Reconnaissance operations; Missile Warning/Defense, Testing, Training, Tactics & Exercises; Special Security Oversight; Anti-Terrorism/Force Protection operations; Cyber Integration; Global Information Grid Operations & Defense; associated mission and flight operations; Planning, Programming, & Budgeting System (PPBE), acquisition, special operations, or similar operations.

2. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

3. Knowledge of the application of military space/cyberspace operations expertise as they apply to programs and weapons systems.

4. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.

5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
