Human Resources:
- Responsible for coordinating and management of position control documents for 1200+ employees with F&FR Managers including Authorized Manning Document (AMD ) and organizational charts.
- Communicates regularly and routes requests through regional manpower representative to ensure personnel actions are in compliance with department spend plan and department staffing plan.
- Routinely interfaces with Regional Human Resources Office, APF HR and Manpower, Human Resources Manager and F&FR managers to initiate requests for both APF and NAF personnel actions and to track recruitment activity. Actions may include, but are not limited to awards, transfers, recruit/fill requests, separations, requests to establish positions, and corrections.
- Responsible for metrics and reports on Fleet & Family Readiness Program personnel and staffing activity.
- Evaluates and analyzes data for trends, anomalies and action items. Incorporates data collected into briefs, planning presentations and reports for communication to higher authority.
- May represent department at installation, regional and CNIC N9 meetings and actively participates in regional and headquarters teams established for process review and policy planning.
- Maintains and updates Authorized Manning Document and Position Control Charts, working closely with managers to ensure positions are authorized at appropriate level and within business plans.
- Works closely with other regional departments to ensure billets and assignments are within authorized manning and fund controls.
- Investigates discrepancies between actual and planned staffing and is proactive in anticipating changes and adjustments.
- Processes, tracks, and serves as liaison to CNIC headquarters and third-party insurer for non-appropriated fund workers compensation injury and illness claims.
- Ensures the claims are filed properly and timely within State of Washington, Office of Safety and Health Administration and Department of Labor and Industries regulations.
- Follows up with employees and insurance carrier to ensure claims are handled and closed expediently. Communicates with supervisor and employees to obtain necessary documentation for claim processing, updates, and return to work.
- Promotes return to work program and refers claims to the Reasonable Accommodation process when necessary. Advises manager of potential fraud or abuse cases.
- Serves as primary RPA preparer for N9.
- Tracks workflow and completion of all F&FR Requests for Personnel Action (RPA) and reports status of transactions and lapse time to senior management team.
- Initiates actions for appropriate fund awards including the silver certificate cash award program.
- Tracks awards fund and ensure each program works within budget controls. Communicate with other regional departments and installations as necessary to confirm and properly process awards from other sources such as Civilian of the Quarter, end of tour awards, etc.

- Incumbent will be required to obtain and maintain a secret clearance.
- Demonstrated experience of two years or more applying analytical skills, principles, laws, and rules sufficient to identify inter-related problems, draw conclusions, and recommend solutions and appropriate course of action for a program or specific activity.
- Knowledge of the ability to apply a wide range of principles, theories, and processes of management with a high degree of resourcefulness, ingenuity, and inventiveness to a variety of studies, investigations, and assignments.
- Incumbent must have a strong understanding of the civilian personnel infrastructure and relationship of roles of the Human Resources Service Center, the Human Resources Office, and the program in relationship to the F&FR Service Center back of the house operations.
- Demonstrates skill in applying a regional management concept to a major component of program management - manpower and position control. Must have comprehensive knowledge of the organization, mission and staff requirements in order to service a complex multi-mission organization.
- Incumbent must have or quickly obtain proficiency in civilian personnel database systems for both APF and NAF employees, including data entry, queries and reports.
- A strong foundation of research and statistical analysis methods is essential to analyze data, trends, for purpose of reporting, recommendations and projecting outcomes.
- Position requires excellent written and oral communication skills sufficient to present findings and prepare smooth correspondence for communication internal and external to the F&FR Program.
- Intermediate to Advanced knowledge of Microsoft Office Suite programs is essential, specifically Teams/Sharepoint, Outlook, Word, and Excel. Must also obtain proficiency in PowerPoint and Access.
Education
- Master's in business administration or equivalent graduate degree
- 2 full years of progressively higher-level graduate education leading to such a degree
- A combination of education and experience with at least one year of specialized experience in the next lower grade position.
