We are seeking an experienced and highly skilled Senior Database Engineer to lead the modernization and transformation of mission-critical enterprise applications and data platforms. This role requires deep expertise in both Oracle and Microsoft SQL Server database technologies, along with a strong background in application modernization, data architecture, systems integration, and performance optimization.

The ideal candidate will play a key role in modernizing legacy systems, enhancing data-driven capabilities, and supporting evolving mission requirements through scalable and secure data solutions. This individual must be capable of working across cross-functional teams, collaborating with stakeholders, and driving technical innovation in a complex enterprise environment.

The Senior Database Engineer will be part of a dynamic team that provides IT support, maintenance, operations, logistics, and engineering services to help ensure the secure, reliable, and uninterrupted availability of INL/A Management Information Systems. This role provides database engineering, ETL, and system migration support to the Department of State, Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) in support of missions that sustain the national security and economic interests of the United States.

Responsibilities

  • Plan, coordinate, and execute complex database migration efforts involving a migration from Oracle to a Microsoft SQL Server environment.
  • Perform Oracle to SQL Server database migrations, including schema conversion, stored procedure conversion, data mapping, transformation, validation, and reconciliation activities.
  • Design, develop, maintain, and optimize scalable ETL/ELT pipelines and data integration workflows using SQL Server Integration Services (SSIS), Azure Data Factory, or similar technologies.
  • Administer, maintain, and optimize Oracle and Microsoft SQL Server database environments to ensure system performance, reliability, integrity, and availability.
  • Develop and maintain database and reporting solutions to support operational reporting, analytics, and mission requirements.
  • Monitor and troubleshoot database performance issues, query optimization, indexing strategies, replication, and resource utilization.
  • Collaborate with software developers, system engineers, cybersecurity personnel, and business stakeholders to ensure successful integration of database solutions within enterprise systems.
  • Support testing, deployment, and validation of migrated systems, databases, ETL processes, and applications.
  • Develop technical documentation, including data flow diagrams, migration plans, architecture documentation, standard operating procedures, and maintenance guides.
  • Support efforts to modernize a legacy application and migrate outdated database structures into modern architecture.
  • Ensure all database engineering activities comply with federal cybersecurity and compliance requirements, including FISMA and RMF standards.
  • Participate in Agile project planning, sprint activities, system implementation, and operational sustainment efforts.
  • Support maintenance windows, upgrades, patching, and change management activities for enterprise database systems.
  • Travel may be required for special projects and mission support activities (CONUS and OCONUS).
  • Perform other duties as assigned.

Qualifications

  • Bachelor's degree in computer science, Information Systems, Engineering, or related field; OR
    • Associate's degree with 2+ additional years of relevant experience; OR
    • High school diploma or GED equivalent with 8+ additional years of directly related experience in lieu of a degree.
  • 10+ years of relevant experience in database engineering, database administration, or database migration support.
  • Active Secret clearance required.
  • Successfully pass background and drug screening.


Knowledge, Skills, and Abilities:
  • Strong experience administering and supporting Oracle and Microsoft SQL Server database environments.
  • Strong experience performing Oracle to SQL Server migrations, including schema conversion, ETL processing, data validation, and reconciliation.
  • Proficiency with SQL Server Integration Services (SSIS), T-SQL, PL/SQL, query optimization, and database performance tuning.
  • Experience with database backup and recovery solutions, including Oracle RMAN, SQL Server backup strategies, and disaster recovery planning.
  • Experience with high availability solutions such as SQL Server Always On Availability Groups, clustering, replication, and failover configurations.
  • Experience with database patching, upgrades, lifecycle management, and post migration validation activities.
  • Experience with cloud migration and database technologies within Microsoft Azure, AWS, or Oracle Cloud environments.
  • Familiarity with Azure services such as Azure SQL Managed Instance, Azure Data Factory, and Azure Virtual Machines.
  • Experience troubleshooting complex database and data integration issues in production environments.
  • Knowledge of database security, encryption, STIG hardening, access controls, auditing, and federal compliance requirements.
  • Familiarity with scripting and automation using PowerShell, Bash, or Python.
  • Experience supporting mission critical systems within secure or regulated environments.
  • Strong analytical, organizational, communication, root cause analysis, and technical documentation skills.
