Job Description
GovCIO is currently hiring a Data & Analytics Program Manager to support the Data Engineering & Analytics Pillar. This position will play a key role in coordinating a diverse portfolio of data engineering, analytics, business intelligence, and digital health initiatives that support the Veterans Health Administration (VHA). The successful candidate will partner with engineers, analysts, clinicians, and program stakeholders to help drive execution, manage priorities, facilitate communication, and ensure the successful delivery of strategic initiatives. This position is fully remote within the United States.

Responsibilities
- Serve as a key member of the Data Engineering & Analytics Pillar, supporting portfolio planning, execution, and operational management activities.
- Partner closely with the Director of Data Engineering & Analytics to coordinate priorities, resources, project delivery, and stakeholder engagement.
- Develop and maintain project plans, schedules, risk registers, status reports, and executive briefings across multiple initiatives.
- Coordinate activities across data engineers, analytics teams, clinical subject matter experts, product teams, and customer stakeholders.
- Support strategic initiatives involving enterprise analytics, data modernization, business intelligence, cloud data platforms, patient-generated health data (PGHD), and digital health programs.
- Facilitate requirements gathering, project intake, prioritization, and governance activities.
- Track milestones, dependencies, risks, and deliverables across a diverse portfolio of work.
- Support development of executive dashboards, performance reporting, and outcome measurement aligned with organizational goals.
- Help communicate the value and impact of analytics initiatives through metrics tied to Access, Equity, Population Health, Experiences of Care, and Cost.
- Prepare materials for leadership reviews, customer meetings, and program governance boards.
Qualifications
Required Skills and Experience
- Clearance Required: Ability to obtain and maintain a Public Trust clearance.
- Bachelor's degree with 8+ years of experience supporting program management, project management, healthcare IT, business intelligence, digital transformation, or related initiatives.
- Experience managing multiple projects, workstreams, and stakeholders within a complex organization.
- Experience supporting technical teams responsible for analytics, data engineering, reporting, healthcare technology, or cloud modernization initiatives.
- Demonstrated ability to coordinate cross-functional teams and drive initiatives to successful completion.
- Experience developing project plans, schedules, executive briefings, status reports, risk logs, and other project management artifacts.
- Strong communication, facilitation, stakeholder management, and relationship-building skills.
- Experience gathering requirements, managing priorities, and supporting project governance activities.
- Experience supporting programs that leverage data and analytics to improve operational performance, measure outcomes, and inform decision-making.
- Proficiency with Microsoft Office Suite, including PowerPoint, Excel, Teams, and collaboration tools such as SharePoint, Jira, Confluence, Smartsheet, or similar platforms.
- Ability to manage competing priorities in a fast-paced environment.
- Experience supporting the Department of Veterans Affairs (VA) or other federal healthcare organizations.
- Familiarity with enterprise analytics, data warehousing, business intelligence, data engineering, or data modernization initiatives.
- Experience supporting healthcare data environments such as CDW, Cerner, VistA, or other healthcare information systems.
- Experience supporting executive leadership through portfolio management, strategic planning, operational reporting, and organizational governance.
- Familiarity with Connected Care, Digital Health, Patient Generated Health Data (PGHD), healthcare interoperability, or healthcare technology programs.
- PMP, Agile, Scrum Master, or other project management certifications.
- Experience working in Agile, hybrid Agile, or matrixed organizational environments.
