Job Description

Duties

  • Exercise managerial authority to set near, short, and long-range plans, goals, and objectives affecting cost management programs.
  • Manage division activities and guides policy related to the assigned responsibilities of the division.
  • Serve on numerous Defense Health Agency (DHA) policy Work Groups and Committees to ensure tri-service standardization.
  • Review and validate business workflows for the electronic health record and the billing and revenue management platform for DHA enterprise use and efficiency.
  • Assign work to Branch Leads/Program Managers and/or individual positions reporting directly, ranging in grade GS-7 up to and including GS-15s, balancing workload and focusing resources.
  • Conduct continuous evaluations of team functions and processes and initiates appropriate action to improve or simplify operations.
  • Review and recommend approval, amendment, or revision of action documents, position papers, planning documents, and other materials prepared for the information and signature of the Director /Chief Financial Officer, and other senior DHA leaders.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a Financial Management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting in the development of healthcare cost accounting and revenue cycle policies, overseeing resource programming and financial audits, directing multidisciplinary healthcare planning teams, and managing enterprise-wide health records system implementations (e.g., MHS Genesis). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
