Job Summary:
Cognizant Government Solutions is currently looking for a Program Control Analyst to join our Program Finance team in support of a portfolio of programs. This position will provide financial support and coordination of a portfolio of complex projects, support the PM staff with complex financial analysis and reporting requirements, i.e. primary point of contact for cost variance analysis and reporting, monthly corporate forecast, EAC's, cost baselines, tracking annual fiscal plans and monthly updates, maintaining contract budgets and bench maintenance).
The Program Control Analyst is an individual contributor supporting several programs. Functioning as a business partner to support the program managers in providing financial support and analysis for planning, forecasting, cost to schedule maintenance, and decision making and overall delivery of financial commitments.
The Program Control Analyst function is responsible for all program financials, including management and review of cost, funding, labor charging, and all forecasting and internal reporting.

We provide a competitive pay and benefits package. This position is offering a salary range of $95,000-$120,000/year. Key Responsibilities:
The Program Control Analyst will operate as a single point of contact to the PM for all finance and accounting issues, more specifically:
- Responsible for providing financial support to Program Managers in the preparation and analysis of complex project financial data and other complex contract, project, or business-related tasks
- Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements
- Monitors progress of program requirements. Monitor cost performance against plans and schedules to ensure contractual cost obligations are met
- Support the development of annual operating plans and forecasts and supports monthly and annual updates to include identifying and quantifying any potential Risks and Opportunities not in the forecast
- Support the monthly business rhythms of both the program and finance organizations
- Develop FAR compliant cost estimates for on-contract pricing efforts
- Prepares complex financial/administrative reports and distributes to customers/user organizations.
- Liaison between operations and other administrative support organizations (accounting, contracts, procurement) on financial issues.
Required Qualifications:
- Bachelor's degree in Finance, Accounting, Business, or a related discipline, plus min 5 years of related experience. In lieu of degree, 7 + years directly related experience required.
- Demonstrated working knowledge of government contracting specific business systems :
- Enterprise Resource Planning (ERP) system e.g., Unanet, Deltek Costpoint, including project setup and maintenance
- Reporting tools e.g., PowerBI, COGNOS
- Forecasting tools e.g. TM1, Workday
- Substantial experience performing program control & financial analysis support, including revenue recognition and cost to schedule performance
- Substantial experience performing variance analysis, cost baseline preparation and reviews, estimate-at-complete (EAC) development and maintenance, break-even, and other ad hoc analysis
- Demonstrated working knowledge of MS Excel, with skills such as pivot tables, filters, sumifs and lookups to work with large data sets to perform analysis
- Experienced in working collaboratively with cross-functional teams
- Demonstrated working knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
Preferred Qualifications & Skills:
- Unanet GovCon ERP experience
- 5+ years program control & financial management experience in a government contracting services environment
