Job Description

Duties

  • You will plan, develop, organize, administer, evaluate, and coordinate a comprehensive explosives safety program for an installation and tenant activities.
  • You will develop specialized operating procedures and training for the prevention of and mishaps involving diverse but recognized hazards.
  • You will review plans and specifications for new construction, building alterations, and/or changes in installation's equipment and monitor project through completion to ensure compliance with safety codes and standards.

  • Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 100 level as part of the Individual Development Plan as established by the Supervisor.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting explosives safety management evaluations and inspections to determine compliance with published standards; 2) Planning and executing explosives safety investigations and associated analyses of material damage and personal injury mishaps covering a wide range of work operations and environmental conditions involving a substantial number and diversity of recognizable hazards; 3) Devising specialized operating procedures affecting construction matters associated with diverse but recognized explosives hazards.

Physical Demands
Work involves limited office time, but incumbent spends a considerable amount of time and effort performing onsite training, inspections, surveys, and assessments of AE operating buildings, AE storage areas, combat aircraft loading/parking areas (CALAs/CAPAs), aerial bombing ranges, air fields, piers and wharfs, and vehicle and industrial shops within the AOR. Assessments and inspections require frequent walking, prolonged standing, and occasional climbing, crouching and kneeling. Incumbent must be able to wear the appropriate personal protective equipment (PPE).

Work Environment
In addition to a normal administrative environment, the incumbent will be required to visit AE storage, handling and transfer areas, assembly, loading and maintenance areas including aircraft loading/down-loading and arming/de-arming areas. The incumbent will may be exposed to mass detonating, fragmenting, and mass fire hazard producing materials, operating heavy equipment and rotating machinery, dust, fumes, and high noise levels; as well as high heat and , humidity, and extreme cold; such exposures. Duties will require necessitate the use of PPE including safety shoes, safety glasses or goggles, hearing protection, and hard hats as when required.

Possesses comprehensive knowledge and experience in developing, reviewing, and coordinating explosives safety (ES) documentation for higher headquarters review and approval. Maintains extensive knowledge of Department of Defense Explosives Safety Board (DDESB) standards, NAVSEA OP 5, and OPNAV ES directives governing ammunition and explosives operations. Provides technical guidance on ES certifications, operational risk management, facility siting, and ES program implementation. Coordinates with stakeholders to ensure compliance while supporting mission requirements.

Demonstrates the knowledge, skills, and abilities to oversee ammunition and explosives handling, storage, transportation, and waterfront operations. Possesses working knowledge of Pier Loading Officer responsibilities, including waterfront ES requirements, shipboard ammunition operations, and operational risk assessments. Responsible for planning, directing, evaluating, and improving the ES Program in support of Fleet, installation, and tenant command operations.
