Duties

DUTIES

DUTY 1: Serves as the IEM, plans, organizes, and directs the activities of the IOEM ensuring that IOEM responsibilities comply with legal and regulatory requirements and meet customer needs.

DUTY 2: Serves as Emergency Operations Center (EOC) Director or Manager. As the EOC Director, directly responsible to the installation commander for mitigation of incidents impacting primary mission operations.

DUTY 3: Executes the IOEM financial management responsibilities. Works closely with the CES Resource Advisor, Functional Area Managers, and the EMWG to develop and execute a coordinated budget with available funding.

DUTY 4: Exercises supervisory personnel management responsibilities over a limited staff. Plans and schedules work to be accomplished by subordinates, adjusting short-term priorities as needed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours

  • A bachelor's degree in Emergency Management from an accredited university recognized by the Department of Education is highly desirable.
  • AF Certified Emergency Manager (AFCEM) certification is highly desirable
  • Completion of the National Planners course is highly desirable
  • Selective Placement Factor: Must have successfully completed or be able to complete within twelve (12) months of appointment to position, the Air Force Emergency Management Apprentice Course at Fort Leonard Wood, MO
  • This position is required to participate in providing continuity for the installation EM missions, which may include primary nuclear airlift (PNAF), depending on location
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver's license is required.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF) plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment; Knowledge of NRF, NDRF, Homeland Security Presidential Directives (HSPDs), NIMS, DSCA, DoD, DAF, consequence management (CM), and Air Force Material Management System policy and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF) plan organization, lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.
2. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive installation EM plans and to analyze work processes to meet requirements and program objectives.
3. Knowledge of analytical and investigative techniques to determine emergency response staffing requirements and assigning personnel into critical positions to mitigate the emergency conditions.
4. Knowledge of NRF, NDRF, Homeland Security Presidential Directives (HSPDs), NIMS, DSCA, DoD, DAF, consequence management (CM), and Air Force Material Management System policy and procedures.
5. Ability to plan, organize, direct, conduct, operate, and evaluate EM and CBRN and related programs, e.g., mobility/expeditionary engineering programs, CBRN response, hazardous material storage and classification methods, risk assessment, consequence management programs, exercise evaluation, and EOC operations.
6. Ability to plan, budget, and execute required projects in support of program activities based on relative priorities and available funds; Ability to plan, organize, and direct the functions of a limited staff sized organization and communicate effectively, both orally and in writing.

The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
