Job Description

Overview

KFS, a well-respected environmental consulting firm providing support to a wide range of federal, state, and commercial clients. KFS, LLC is seeking a full-time qualified Health and Safety Manager. The Health and Safety Manager provides construction safety and health leadership and oversight in support of Company Health and Safety Programs. The Health and Safety Manager is responsible for the overall coordination and implementation of KFS's Health and Safety Program to ensure compliance with regulations, client requirements and institutional policies and monitors and provides corporate and technical field support for company projects and job sites.

Additionally, this position is responsible for the development and enforcement of safety policies, health and safety plans, conducting safety inspections and training, and compliance with federal Occupational Safety & Health Administration (OSHA) regulations.

Job duties include, but are not limited to:
  • Provide corporate and site safety health field support to projects at our OCONUS client site.
  • Monitor jobsite work progress activities, processes, and procedures to identify and report hazardous, unsafe practices or breach of health and safety regulations.
  • Develop and implement project health and safety plans, procedures, and policies.
  • Prepare and consolidate subcontractor safety reports, track health and safety metrics, and brief material to management and customer stakeholders, as required.
  • Conduct risk assessments to identify areas with high risk and/or operational hazards.
  • Resolve issues by investigating incidents, identify contributing factors, and implement corrective actions to eliminate future accidents, mishaps, damages, etc.
  • Conduct on-site inspections and audits and ensure remedial action is incorporated when necessary.
  • Ensure corrective actions that result from incident and near miss investigations, audits, and inspections are implemented.
  • Ensure contractor, subcontractor, and visitors adhere to all health and safety requirements.
  • Provide initial site-specific safety and health orientations that, at a minimum, cover the project Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) to all project personnel, including subcontractors, as the controlling contractor.
  • Hold pre-start safety meetings, toolbox meetings, and safety stand downs on an as needed basis.
  • Ensure project personnel complete a daily Risk Assessment Program (BRAP) Tool, or equivalent (e.g., JSA, JHA) at the work front prior to starting a task.
  • Perform health and safety inspections for subcontractors performing construction activities.
  • Ensure that all work activities are performed in accordance with the project-specific APP, AHAs, applicable OSHA regulations and client requirements (e.g., USACE EM385-1-1).
  • Interface with all project staff, regulatory agencies, clients, and customers to formulate corrective actions, as needed. Be the KFS point of contact (POC) for any Occupational Safety and Health Administration (OSHA) inspection or other externally driven audit activity (e.g., client).
  • Deliver training, if qualified, to project employees.
  • Investigate mishaps and determine the root cause of incident(s) or other unsafe practices or conditions, and provide and present findings in an accurate, concise, and timely manner.
  • Support project personnel in the reporting of all incidents and near miss events and ensure accurate information is communicated and tracked.
  • Perform serious incidents and near miss events investigations.
  • Ensure the competent medical authority is engaged as soon as possible for all injury incidents.
  • Stay current on new safety equipment and PPE recalls.
  • Respond and provide assistance to all emergency situations.
  • Other duties as assigned.


Requirements

  • Certified Safety Professional (Required)
  • OSHA 30-Hour Construction Certificate (Required)
  • HAZWOPER 40-Hour Certification (Required)
  • Construction Safety Management (Preferred)
  • Bachelor's degree (or higher), preferably in Safety Management or other related Health and Safety Management discipline
  • 10+ years of demonstrable knowledge of construction safety practices, and current OSHA requirements, and at least five years in management or supervisory experience
  • Must be skilled and knowledgeable in hazard and exposure identification, investigating, auditing, inspections, and training
  • Must have technical working knowledge of Occupational Safety and Health Administration (OSHA) and USACE EM 385-1-1
  • At a minimum, must possess technical working knowledge of fall protections systems, electrical safety for non-qualified workers, permit-required confined spaces, excavation and trenching, load handling equipment, scaffolding, demolition, hazardous energy control (i.e., lockout/tagout or LOTO), hazard communication, and incident investigation
  • Must be able to obtain and maintain access to secure military installations
  • Must be able to effectively facilitate planning sessions with various internal and external stakeholders
  • Must be a collaborative and effective project leader
  • Must be a resourceful and creative problem solver
  • Must have excellent written and verbal communication and presentation skills
  • Ability to work both independently and with muti-disciplinary teams supporting the DoD, and other federal agencies
  • Ability to organize tasks and activities in an efficient/effective manner
  • Must be willing and able to live and work in the Republic of Marshall Islands, Kwajalein Atoll
  • US Citizenship required

This position is located on Kwajalein Atoll, Republic of Marshall Islands.

Physical Demands
  • Medium physical workload.
  • Employee must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  • Required to have close visual acuity to perform activities such as viewing a computer screen and extensive reading. Also required to have visual acuity to operate motor vehicles or heavy equipment.
  • Specific physical requirements include, but are not limited to, climbing, balancing, stooping, kneeling, reaching, walking, lifting, grasping, talking, hearing, and performing repetitive motions.
  • May be subject to both inside and outside environmental conditions, noise sufficient to cause the worker to shout. The worker may be subject to a variety of physical conditions - proximity to moving mechanical parts, moving vehicles, electric current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
  • The worker may be subject to atmospheric conditions - fumes, odors, dusts, mist, gases or poor ventilation.
