Description

Leidos is seeking an experienced IT Asset and Lifecycle Manager to support a high-visibility government customer. The successful candidate will serve as the primary authority for IT asset management, lifecycle planning, inventory accountability, technology refresh forecasting, and property management activities. This individual will be responsible for managing Government-Owned Equipment (GOE), Government-Furnished Property (GFP), and associated IT assets throughout their lifecycle while ensuring compliance with government regulations, contractual requirements, and organizational policies.

The IT Asset and Lifecycle Manager will proactively monitor hardware lifecycle status, manufacturer support timelines, warranty coverage, and technology obsolescence risks to ensure mission-critical systems remain supported and operational. The position will provide recommendations and planning guidance to Government stakeholders regarding asset replacement, technology refresh requirements, and lifecycle investment strategies.

This is a 100% on-site position. All work must be performed at the customer site in Bethesda, MD at the Intelligence Community Campus.

Work hours are Monday through Friday between 0600-1800, based on operational requirements.

Primary Responsibilities

IT Asset Management and Accountability
  • Serve as the primary administrator for IT asset management processes, policies, and systems.
  • Maintain accountability of Government-Owned Equipment (GOE), Government-Furnished Property (GFP), leased assets, and associated inventory throughout the asset lifecycle.
  • Track and manage IT assets from procurement and receipt through deployment, maintenance, transfer, excess, and final disposition.
  • Maintain accurate asset records within the customer’s Enterprise IT Service Management (EITSM) system of record (e.g., ServiceNow, Remedy).
  • Develop, implement, and continuously improve inventory control processes and procedures.
  • Conduct physical inventories, audits, reconciliations, and cycle counts to ensure asset accuracy and accountability.
  • Lead asset discovery and remediation efforts to identify and account for missing, misplaced, or unrecorded assets.
  • Investigate and resolve inventory discrepancies while documenting findings and corrective actions.
  • Support annual property inspections, inventory reviews, and audit activities.
  • Coordinate shipment, receipt, storage, transfer, and tracking of classified and unclassified IT equipment and supplies.
  • Manage inventory levels of IT consumables and support equipment to ensure operational readiness.


Asset Lifecycle and Technology Refresh Management
  • Develop, maintain, and manage lifecycle plans for all managed IT assets, including workstations, laptops, printers, servers, network equipment, storage devices, and peripherals.
  • Maintain accurate records of Original Equipment Manufacturer (OEM) End-of-Life (EOL), End-of-Sale (EOS), End-of-Support (EOS), warranty expiration dates, and maintenance contract periods for all managed assets.
  • Monitor manufacturer product roadmaps, lifecycle announcements, security advisories, and support notices to proactively identify assets approaching end-of-support or obsolescence.
  • Conduct lifecycle analysis of enterprise IT assets to assess supportability, operational risk, cybersecurity implications, and replacement priorities.
  • Develop and maintain technology refresh schedules and multi-year replacement roadmaps aligned with mission requirements and customer budget planning cycles.
  • Provide recurring lifecycle management reports identifying assets approaching warranty expiration, end-of-support, or replacement thresholds.
  • Notify Government stakeholders of assets requiring replacement due to OEM support limitations, warranty expiration, hardware failure trends, cybersecurity concerns, or operational obsolescence.
  • Prepare recommendations for hardware refresh, modernization initiatives, and replacement prioritization based on lifecycle status and mission impact.
  • Develop forecasting models and budget planning data to support future hardware procurement and technology refresh initiatives.
  • Track lifecycle costs, maintenance expenses, warranty coverage, and replacement timelines to support informed investment decisions.
  • Collaborate with engineering, cybersecurity, procurement, and operations teams to ensure lifecycle planning aligns with mission, security, and technical requirements.
  • Develop dashboards, metrics, and reporting mechanisms that provide visibility into asset health, lifecycle status, refresh requirements, and inventory trends.


Reporting and Stakeholder Engagement
  • Prepare and deliver monthly, quarterly, and annual inventory and lifecycle management reports in accordance with government requirements.
  • Provide management and Government stakeholders with status updates regarding inventory health, compliance posture, technology refresh requirements, and lifecycle risks.
  • Support budget planning, acquisition planning, and technology modernization discussions by providing lifecycle data and replacement forecasts.
  • Coordinate with Government property managers, contracting personnel, logistics teams, and technical stakeholders to ensure compliance and operational effectiveness.
  • Drive continuous improvement initiatives that enhance asset visibility, inventory accuracy, lifecycle forecasting, and operational efficiency.


Basic Qualifications
  • Experience managing enterprise IT asset inventories and lifecycle programs within a government, Department of Defense, Intelligence Community, or large enterprise environment.
  • Demonstrated experience managing IT assets using ServiceNow, BMC Remedy, Flexera, or comparable IT Asset Management platforms.
  • Experience tracking OEM End-of-Life (EOL), End-of-Sale (EOS), End-of-Support (EOS), warranty, and maintenance contract information.
  • Experience developing technology refresh schedules, replacement roadmaps, and lifecycle forecasts.
  • Strong understanding of hardware lifecycle management, inventory controls, property accountability, and asset disposition processes.
  • Demonstrated experience conducting inventories, audits, reconciliations, and discrepancy resolution activities.
  • Experience generating executive-level reports and recommendations regarding asset supportability, lifecycle risk, and replacement priorities.
  • Strong analytical and problem-solving skills with the ability to interpret inventory and lifecycle data to support strategic decision-making.
  • Proficiency with Microsoft Office Suite, particularly Excel for inventory analysis, reporting, and forecasting.
  • Exceptional organizational skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to work independently and manage multiple priorities in a mission-focused environment.


Education:
  • Bachelor’s degree and 4+ years of relevant experience in IT Asset Management, Lifecycle Management, Property Management, Logistics, Supply Chain Management, Information Technology, or related discipline. Additional years of experience may be considered in lieu of a degree.


Clearance
  • Due to the nature of the government contracts we support, US Citizenship is required.
  • TS/SCI with Poly required for Position or TS/SCI and willingness to get a poly.


Preferred Qualifications
  • Experience supporting Intelligence Community, Department of Defense, or Federal Government customers.
  • Experience managing enterprise technology refresh or modernization programs.
  • Familiarity with Federal Property Management Regulations and government asset accountability requirements.
  • Experience supporting annual property audits, inventory inspections, and compliance reviews.
  • Experience utilizing ServiceNow Hardware Asset Management (HAM), Flexera, or equivalent lifecycle management tools.
  • Experience developing multi-year capital replacement plans and budget forecasts.
  • Knowledge of IT Asset Management (ITAM), Hardware Asset Management (HAM), Configuration Management (CM), and ITIL best practices.
  • Certified Professional Property Specialist (CPPS), Certified Property Manager (CPM), ITIL Foundation, Certified Hardware Asset Management Professional (CHAMP), or equivalent certification.
  • Experience developing Power BI dashboards or similar reporting solutions for lifecycle and inventory management.
  • Certification in hazardous materials packaging and shipment procedures.
  • Experience implementing process improvements that improve inventory accuracy, audit readiness, lifecycle forecasting, and operational efficiency.
