Job Description
Forge Forward is searching for a Sr. ILS Lead to support a client in Charleston, SC. Must have a minimum ten (10) years of experience supporting Navy C4I systems with a focus on Integrated Logistics Support (ILS), lifecycle sustainment, and configuration management within DoD environments. This position serves as the Senior ILS Lead responsible for planning, implementing, and managing ILS activities in support of shipboard and shore-based systems.
The Senior ILS Lead will serve as the primary and sole logistics authority for the assigned project, responsible for coordinating all logistics, sustainment, and lifecycle support functions while interfacing directly with PMW 790 stakeholders, NAVIFOR, and supporting Integrated Product Teams (IPTs). The role requires deep expertise in Navy logistics processes, configuration management systems, and sustainment tools including CDMD-OA, MBPS, and Q-Star.
This is a senior, hands-on role requiring the ability to independently manage logistics operations, oversee configuration and obsolescence management, ensure compliance with certification timelines, and drive continuous improvement in supply chain and sustainment processes supporting mission-critical systems.
Functional Responsibility and Required Skills:
• Serve as the ILS Lead and primary logistics authority responsible for end-to-end lifecycle sustainment, planning, and execution across assigned Navy C4I systems.
• Develop, manage, and maintain Configuration Overhaul Planning (COP) records and ensure accurate system configuration baselines are maintained throughout lifecycle events.
• Utilize Configuration Data Managers Database – Open Architecture (CDMD-OA) to manage configuration data, track equipment changes, and ensure data integrity across program records.
• Develop and maintain logistics data within Model-Based Product Support (MBPS) to support sustainment planning, documentation, and lifecycle tracking.
• Prepare, update, and track equipment End-of-Life (EOL) and sustainment status using QTEC Sustainment Technology Assessment Resource (Q-Star).
• Lead DMSMS efforts by identifying, tracking, and mitigating obsolescence risks impacting system availability and lifecycle sustainment.
• Utilize CMPro for hardware asset tracking, configuration accountability, custody management, and generation of DD1149 documentation supporting installation and asset transfer activities.
• Provide Integrated Logistics Support (ILS) for ship and shore-based Navy systems, ensuring alignment with program requirements and operational readiness goals.
• Conduct inventory audits, manage asset accountability, and coordinate material disposition activities including DRMO turn-in processes.
• Track hardware warranty status, lifecycle metrics, and sustainment performance, providing regular updates to PMW 790 stakeholders.
• Coordinate and submit Shore ILS certifications in accordance with Navy timelines (e.g., I-6 requirements), ensuring compliance with program milestones.
• Analyze logistics processes to identify efficiencies, reduce lifecycle costs, and improve supply chain responsiveness.
• Maintain detailed documentation and reporting for logistics, sustainment, and configuration activities in support of audits and program reviews.
• Interface with NAVIFOR, program offices, and engineering teams to ensure integrated logistics support across all system domains.
Desired Skills:
• Experience serving as an ILS Lead supporting Navy C4I programs, with demonstrated ability to independently manage logistics operations and coordinate across program stakeholders.
• Strong understanding of Navy logistics, sustainment lifecycle processes, and configuration management practices within PMW 790 or similar program offices.
• Familiarity with Integrated Product Team (IPT) environments and ability to coordinate logistics activities across engineering, cybersecurity, and program management disciplines.
• Experience supporting STACC or similar programs with knowledge of Shore ILS certification processes and timelines.
• Demonstrated ability to analyze supply chain performance, improve efficiency, and reduce lifecycle sustainment costs.
• DAU Life Cycle Logistics certification (Level II or III) or equivalent professional logistics certification (CPL) supporting advanced logistics expertise.
• Strong data management, analytical, and reporting skills with ability to translate logistics data into actionable program insights.
• Excellent communication skills with proven ability to interface with government stakeholders and senior leadership.
Education Requirements:
Bachelor’s degree in Logistics, Supply Chain Management, Business, or related field desired.
Certification Requirements:
Desired: DAU Life Cycle Logistics Certification (Level II or III) or Certified Professional Logistician (CPL).
