Job Description

Duties

The primary purpose of this position is to plan, schedule, execute, manage, and administer the Industrial Hygiene/Bioenvironmental Engineering (IH/BEE) Program, which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and wellbeing of military and technician personnel.

Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) directives. Serves as an advisor concerning OSHA, the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters, such as health hazard identification, evaluation and abatement; workplace surveillance; industrial case file documentation; Issue Exception Codes (IEX); asbestos abatement; lead-based paint; ionizing and non-ionizing radiation; thermoluminescent dosimetry (TLD); air emissions; drinking water; wastewater discharges; hazardous wastes; Agency for Toxic Substances and Disease Registry(ATSDR) activities; pesticide use; environmental noise; environmental assessment; environmental sampling; and other environmental monitoring.

Directs, implements, and manages the installation AF Hazard Communication Standard as mandated by OSHA. Interprets Material Safety Data Sheet (MSDS) for employees, management and other health professionals, and maintains the base master MSDS file. Interfaces with manufacturers of hazardous materials in order to obtain the most current health hazard information available. Assists in preparing hazardous materials inventories and operating instructions. Provides technical assistance to employees for proper completion of hazardous chemical labeling, and otherwise recommends and assures handling, storage, and disposal of toxic and other hazardous waste in accordance with applicable regulatory directives.

Ensures installation compliance with the OSHA confined space standard. Evaluates the areas to determine hazards. Develops local controls and procedures for personnel entry into confined spaces. Reviews and approves entry permits, and provides training as needed.

Advises on ergonomics in the workplace. Surveys work sites to evaluate compliance with the most current practices and to determine if there are work practices which could cause cumulative trauma disorders. Provides management with corrective alternatives.

  • Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by NGB-J1.
Qualifications

GENERAL EXPERIENCE : Must have the minimum experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. Experience and education should include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.

SPECIALIZED EXPERIENCE : Must have at least 12 months of experience at the next lower grade level or equivalent (GS-09)? Experience, education, or training which provided working knowledge of the principles and practices related to the management of health care delivery systems. Experience with evaluations, surveys, reports of finding, and associated training of others in the areas of risk awareness/assessment and preventative measures. Experience in overseeing an occupational health and environmental quality program. Experience briefing senior leaders on related subjects.
