Job Description

Duties

Major Duties:
Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Position involves 51% or more of time in direct support of acquisition position.

DUTY 1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

DUTY 2: The organizational goals or objectives of this position are: Effectively manage the Reports and Analysis section for the front range of Colorado Springs (Peterson SFB and Cheyenne Mountain SFS).

DUTY 3: Plans, organizes, and directs the activities of Administration and Reports Flight, ensuring that administrative security programs comply with legal and regulatory requirements and meets customer needs.

DUTY 4: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

DUTY 5: Represents the Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other flights within the squadron and other staff offices on base. Provides advice and assistance to supervisors, managers, commanders and other personnel on the installation Attends Unit Security Managers meetings and acts as chairperson in the absence of the Chief of Security Forces.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-1, equivalent to the next to lower grade GS-4 or equivalent in the Federal Service. Specialized experience must includeapplying knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge in the use of analytical principles, practices, and techniques to review and evaluate security programs to meet mission requirements and improve the security program for the organization. Knowledge of how to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of security programs to administer an administrative security program for an installation.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of an organization.
4. Ability to communicate effectively, both orally and in writing.

Additional Position Requirements/ other significant facts:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
3. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to random drug testing.
4. The employee will be required to obtain and maintain a secret security clearance.
5. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
6. Perform duties as directed by 21 SFS Deputy Director and Commander.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
