Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

- You will provide guidance and standards for care interservice programs.
- You will provide professional direction, advice, expertise and guidance required to accomplish the goals of the Health Care Interservice Training Review Organization (HC-ITRO)
- You will interact with the staff of the Surgeon General and the Office of the Assistant Secretary of War for Health Affairs in the performance of his/her duties and responsibilities
- You will ensure that interservice ventures in health care education and training are integrated with the requirements, policies, roles, and missions of the Services.
- You will serve as the HC-ITRO.s principal point of contact for the Health Care Interservice Training Advisory Board (HC-ITAB).
- You will provide effective leadership, management and direction to a Navy Commander (GS14 equivalent), two full-time contractors (GS-13 equivalent) and two senior enlisted military personnel from Army and Air Force assigned to the HC-ITO.
- You will ensure thorough, effective, timely coordinated action and response on all matters; and ensure effective interaction with the Services, activities, civilian and military agencies, and other government and academic officials.
- You will actively support Affirmative Action Plans as directed by applicable laws and regulations and to communicate support to employees.
- You will coordinate medical education and training issues with the Advisor for Healthcare (AHC), HC-ITAB members; medical and line senior officials.

- Experience in a leadership role and experience in research and systems analysis for managing and resolving medical education and training issues as related to the interaction of all services i.e. (Coast Guard, Army, Navy, Marine Corp, Air Force and Office of the Assistant Secretary of War for Health Affairs OASD- (HA)) for ensuring the effectiveness and interaction of mission's requirements.
- Extensive knowledge and experience of all services organizations, roles, missions, policies, and procedures as related to the interservice of medical education and training missions and projects.
