Job Description

Duties

  • Provide advice and guidance based on law, rules, regulation, policies for Labor and Employee Relation issues.
  • Gather background information and prepare formal correspondence on disciplinary actions.
  • Prepare Employee Relations letters, provide final draft to Supervisor, or Lead Specialist for review. Include recommend charge(s) and remedy.
  • Research and provide assistance with Unfair Labor Practice (ULP) charges, petitions for unit recognition, amendments and/or decertification proceedings.
  • Conducts investigation/ fact finding and analysis to identify the underlying cause of misconduct or poor performance.
  • Advise and assists employees and management on grievance procedures and appropriate options for proper resolution of conflicts or problems.
  • Maintains official case files with complete documentation to support recommended or final action.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 (for GS-09) or GS-09 (for GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

For the GS-11 position: 1)Analytical skill to independently advise management on appropriate disciplinary or corrective actions for a wide range of conduct and performance problems.2)Skill in applying labor relations theories to advise on the interpretation of arbitration and precedent decisions in local situations.3)Ability to independently conduct investigations, fact-finding, and analysis to identify the underlying causes of misconduct or poor performance.4)Experience providing direct guidance on complex labor and employee relations issues, including Unfair Labor Practice (ULP) charges.5)Experience preparing and finalizing formal Employee Relations letters (including recommended charges and remedies) for supervisor review.6)Ability to independently develop statements of management's position and administer Performance Management Programs.

For the GS-09 position1) Knowledge of basic employee and labor relations principles, laws, and regulations.2) Skill in applying basic analytical, evaluative, and fact-finding techniques to HR issues.3) Familiarity with basic negotiation techniques and methods of presentation.4) Knowledge of fundamental performance management principles and practices.5) Ability to accurately research regulations and policies regarding labor and employee relations issues.6) Experience providing basic technical advice on routine topics (e.g., leave, work hours, absences such as FMLA).7)Experience assisting with HR investigations by gathering data, background information, and maintaining official case files.8)Ability to draft initial correspondence for disciplinary actions and track official time requests.
