Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Operations Management Specialist at the NH-0301-3 broadband level, some of your typical work assignments may include:
  • Manages and coordinates the formulation and execution of long-term strategic plans and operational policies for the THAAD Project Office. Evaluates overarching program requirements, anticipates emerging challenges, and develops innovative methodologies to overcome obstacles across organizational boundaries.
  • Synchronizes daily front office operations, battle rhythm, and staff work for compliance with agency and Army directives. Reviews and approves, or is a major contributor to/ lead author of, management reports or contractual documents for external distribution.
  • Anticipates problems, develops sound solutions and action plans to ensure program/mission accomplishment. Establishes customer alliances, anticipates and fulfills customer needs, and translates customer needs to programs/projects. Identifies and optimizes resources to accomplish multiple projects'/programs' goals.
  • Develops plans and techniques to fit new situations to improve overall program and policies

Qualifications

You may qualify at the NH -03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified:
  • Formulates and implements innovative concepts, methodologies, and continuous process improvement initiatives to resolve highly complex, non-routine operational problems and maximize organizational efficiencies.
  • Develops, coordinates, and administers comprehensive management policies and standard operating procedures (SOPs) across the organization to align daily operations with agency-level strategic goals.
  • Structures, plans, assigns, and evaluates multi-disciplinary project portfolios; analyzes workflows and performance metrics to identify operational bottlenecks and implement efficiency-enhancing solutions.
  • Applies advanced team management principles to direct executive services, mentoring personnel, delegating critical tasks, and optimizing resource allocation to support high-level organizational workflows.
  • Establishes, cultivates, and maintains collaborative working relationships with personnel at all organizational echelons, fostering cross-functional cooperation and building coalitions to achieve shared agency objectives., OR
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
