Job Description

Cape Fox subsidiary, Cape Fox Federal Integrators (CFFI), is seeking a highly organized and motivated Program Manager to join our team in support of a federal government client. This individual will be responsible for the full spectrum of program management, including contract execution, personnel management, quality assurance, and financial oversight to ensure mission success. The salary range (or hiring range) for this exempt position is: $135,000 - $155,000

The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match. Core Duties:
  • Plan, initiate, and manage information technology (IT) projects
  • Lead and guide the work of technical staff
  • Serve as liaison between business and technical aspects of projects
  • Plan project stages and assess business implications for each stage
  • Monitor progress to ensure deadlines, standards, and cost targets are met
  • Serve as the single point of contact for all contract execution matters, ensuring full compliance with all terms, conditions, and performance requirements of the contract
  • Interface directly with the Contracting Officer's Representative (COR) and Contracting Officer's Technical Representative (COTR) to address performance concerns, task prioritization, and contractual modifications
  • Manage costs, schedule, and performance across all task areas, ensuring deliverables are completed on time and within budget while maintaining the highest quality standards
  • Oversee staffing actions, including recruitment, retention, performance evaluation, and professional development of all contract personnel supporting the government mission
  • Develop, implement, and maintain the Quality Control Plan (QCP) to ensure contract performance meets or exceeds all Government-defined standards and metrics
  • Prepare and submit all required contract deliverables, including monthly status reports, financial reports, and staffing updates in accordance with the Contract Data Requirements List (CDRL)
  • Conduct regular program reviews with corporate leadership and Government stakeholders to communicate program health, risks, and mitigation strategies
  • Manage subcontractor performance and coordination, ensuring alignment with prime contract requirements and Government expectations
  • Identify and mitigate programmatic risks through proactive planning, resource allocation, and contingency development
  • Ensure compliance with all applicable federal regulations, Army policies, and installation-specific requirements at Dugway Proving Ground

Job Requirements

Requirements :
  • Must have a high school diploma or equivalent
  • Minimum of 5 years' experience within the past 10, working as a Program Manager
  • Must maintain current Information Assurance Technician (IAT) Level I professional certification per DoD 8570.01-M/8140.03
  • Demonstrated experience interfacing with Government CORs, COTRs, and Contracting Officers on contract performance matters
  • Proven ability to manage cost, schedule, and performance baselines using earned value management or equivalent methodologies
  • Must be physically located at or willing to relocate to Dugway Proving Ground, UT, and maintain a regular on-site presence
  • Strong written and verbal communication skills with the ability to present complex technical information to diverse audiences
  • Proficient in the use of computers and software required to perform work (e.g., Microsoft Office software)
  • Provide copies of certifications
  • Must be a U.S. citizen
  • Must have an Active Secret security clearance and SCI eligibility
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
