DESCRIPTION OF POSITION / DUTIES:
All Points is seeking a TS/SCI Cleared Cyber Capability Developer - Senior to support the Federal Bureau of Investigation (FBI) in Chantilly, VA. The selected candidate will support mission-critical IT systems, applications, and initiatives across secure operational environments supporting law enforcement, intelligence, and national security missions.
This team is responsible for the development, implementation, and ongoing operations of enterprise applications and operational technologies used by law enforcement, intelligence, legal, and administrative personnel. These systems are essential to mission success and require responsive, secure, and highly specialized technical solutions to ensure continuity of operations and minimize disruption to FBI mission activities.
THIS POSITION REQUIRES AN ACTIVE, CURRENT, AND FULLY ADJUDICATED U.S. DEPARTMENT OF DEFENSE TOP SECRET CLEARANCE WITH SCI ELIGIBILITY (TS/SCI). CANDIDATES THAT DO NOT CURRENTLY HOLD A TS/SCI CLEARANCE WILL NOT BE CONSIDERED.
The Cyber Capability Developer - Senior will research, design, develop, and execute advanced cyber capabilities and operational tools to support technical operations. This role supports tactical and operational teams performing incident response, computer network operations (CNO/CNE), and cyber exploitation activities and requires deep expertise in software development, networking, systems engineering, and secure operational environments.
KEY RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO:
Responsible for guidance and facilitation of SAFe Principles. Supports planning, execution, and delivery across Agile Release Trains (ARTs). One ART focuses on enabling operational insight through enterprise search and data discoverability. The second ART supports operational analysis and triage through visualization, data enrichment, and analytics within Global Mission Analytics (GMA).

KEY RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO:
- Research, develop, and deploy advanced cyber capabilities and operational tools
- Build and test operational prototypes supporting cyber operations and incident response teams
- Conduct analysis of intelligence and operational cyber data to develop analytical tools
- Perform vulnerability research, exploit development, and reverse engineering of adversary tools
- Develop custom scripts, pipelines, and tools for data collection, processing, and analysis
- Configure and manage complex, segmented network environments for secure operations
- Design and implement routing, switching, firewall, VPN, proxy, and tunneling solutions
- Support secure data transfer and ingestion pipelines in controlled environments
- Manage and support virtualized and high-availability systems with complex networking configurations
- Develop and maintain CI/CD pipelines and DevSecOps processes for rapid capability deployment
- Implement secure coding practices for operational tools in classified environments
- Conduct research on emerging cyber technologies, techniques, and threat capabilities
- Support systems integration across multiple operational and technical environments
- Collaborate with cross-functional teams to deliver mission-focused solutions
- Lead or support technical efforts and mentor junior developers
- Support mission requirements that may include after-hours or surge operations

EDUCATION:
- Bachelor's degree or master's degree with 8 years of experience OR Associate degree with 11 years of experience OR High School/Diploma with 14 years of experience
- Senior: 8-10+ years of relevant experience in cyber capability development, software development, or cyber operations
Required Technical Skills:
- Strong programming and scripting experience (Python or similar languages)
- Experience developing custom tools and capabilities for cyber operations
- Experience with Linux and Windows operating systems
- Understanding of cyber threat actor tactics, techniques, and procedures (TTPs)
- Experience with network protocol analysis and data processing
- Experience with Git and version control systems
- Experience with containerization technologies such as Docker
- Advanced software development across multiple programming languages
- Malware analysis and reverse engineering
- Exploit development and vulnerability research
- Advanced network analysis and protocol manipulation
- Development of custom data processing and analytics pipelines
- Secure coding practices for operational tools
- Experience with cloud environments (AWS GovCloud, SC2S, C2S)
- DevSecOps practices and CI/CD pipeline development
- Demonstrated experience building advanced cyber operational capabilities
- Configuration and management of complex network environments (routing, switching, segmentation)
- Experience with firewalls, VPNs, proxies, and secure tunneling technologies
- Experience supporting secure, high-availability virtualized environments
- Digital forensics tools and investigative techniques
- Memory and disk forensics in adversarial environments
- Threat intelligence platforms and integrations
- Encryption and obfuscation techniques
- Incident response methodologies
- Experience with Elasticsearch, Splunk, or similar data platforms
- Experience participating in Agile development and release processes
- Experience supporting mission-critical government systems
- Experience working in secure or classified environments
- Understanding of forensic and investigative data requirements
- Ability to communicate work clearly using structured methodologies (e.g., SMART)
- Ability to support after-hours mission requirements when needed
- U.S. Citizenship required
- Active, current, and fully adjudicated U.S. Department of Defense Top Secret clearance with SCI eligibility (TS/SCI) required.

- $182,000 - $194,000 annually (based on experience and alignment)
