As our HM&E Fleet Introduction / Planned Maintenance Representative (PMR) in Norfolk, VA, you will provide technical, planning, and execution support for Amphibious Warship post-delivery, modernization, maintenance, and fleet introduction efforts and serve as the primary liaison between Program Office personnel, Ship's Force, Regional Maintenance Centers (RMCs), Planning Yards, SUPSHIP, installation activities, and engineering stakeholders to ensure Hull, Mechanical, and Electrical (HM&E) systems are properly maintained, modernized, tested, and transitioned to Fleet operations.

In this role, you will:
- Provide technical oversight and coordination of HM&E modernization, maintenance, repair, and testing efforts onboard LHA and LPD class ships.
- Review and assess Engineering Change Requests (ECRs), Alteration Installation Team (AIT) packages, Work Specifications, Technical Foundation Papers (TFPs), and maintenance planning documentation.
- Coordinate with Program Office personnel, Ship's Force, Regional Maintenance Centers, Planning Yards, SUPSHIP, and industry partners to ensure successful execution of maintenance and modernization activities.
- Support development, review, and execution of Integrated Master Schedules (IMS), Plans of Action and Milestones (POA&M), and Readiness Matrices.
- Monitor and report HM&E installation progress, technical risks, material issues, and testing status.
- Conduct ship checks to validate installation requirements, equipment locations, cable routing, foundations, and interference concerns.
- Support development and execution of Test and Inspection Plans (TIPs), Operational Test Procedures (OTPs), and system certification activities.
- Track and manage Condition Found Reports (CFRs), Trial Cards, Departure from Specification requests, and engineering discrepancies.
- Support Fleet Introduction efforts by coordinating training, logistics, technical documentation, and maintenance requirements with Fleet stakeholders.
- Review Planned Maintenance System (PMS) requirements and assist with development and validation of maintenance products associated with new construction and modernization efforts.
- Participate in planning conferences, production meetings, readiness reviews, PSA/IPDA/PDA planning events, and technical interchange meetings.
- Support INSURV, Final Contract Trials (FCT) and other certification events as required.
- Provide weekly and monthly status reports identifying accomplishments, risks, mitigation plans, and schedule impacts.
- Review technical documentation, asses risk, and evaluate compliance with industry standards
- Identify performance weaknesses and operational bottlenecks.
- Provide direct, "deck plate" training to crews and teams to address vulnerabilities and correct issues before major inspections
To be successful in this role, you will have:
- An active or current DoD Secret clearance and ability to maintain the Secret Clearance.
- US Citizenship.
- Bachelor's Degree.
- An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
- 10 years of experience supporting U.S. Navy surface ship maintenance, modernization, engineering, or fleet introduction efforts.
- Demonstrated knowledge of LHA and/or LPD Class ship HM&E systems.
- Working knowledge of shipboard propulsion, electrical distribution, auxiliary systems, damage control systems, HVAC, steering, ballast, fuel, and engineering control systems.
- Experience supporting Navy maintenance availabilities, including IPDA, PDA, FOA, WOO's, PSA, or similar maintenance periods.
- Ability to review and interpret technical drawings, ship specifications, ECRs, Ship Change Documents (SCDs), and engineering installation packages.
- Experience coordinating with NAVSEA Program Offices, RMCs, SUPSHIP, Planning Yards, Shipbuilders, and Fleet activities.
- Strong written and verbal communication skills.
- Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Project.
- Ability to maintain a Secret Security Clearance.
- Ability to support activities in a shipyard or naval facility.
- Ability to travel up to 50% of the time in support of ship checks, maintenance availability, trials, fleet introduction events, and technical meetings.
- Frequent travel to shipyards, waterfront facilities, and fleet concentration areas including Norfolk, Mayport, San Diego, Pascagoula, and associated maintenance locations.
- Ability to perform this physically demanding role;
- Some work will occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials.
- Walking through potentially uneven terrain ashore and onboard and climbing ladders throughout naval vessels to accomplish ship checks will be required.
- Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
Additional Desired Experience and Skills:
- Prior experience supporting PMS 377, PMS 317, SEA 21, or related NAVSEA organizations.
- Former U.S. Navy Engineering Department, Maintenance Team, Waterfront Engineering, or Shipyard experience.
- Experience with Engineering Control Systems (ECS), Integrated Condition Assessment System (ICAS), Auxiliary Control Systems, Damage Control Systems, Electrical Distribution Systems, and Propulsion Plant Control Systems.
- Knowledge of Navy maintenance and modernization processes, including CMP, CSMP, Fleet Introduction, and Configuration Management.
- Familiarity with Navy Data Environment (NDE), Navy Maintenance Database (NMD), and maintenance planning tools.
