Key Personnel / Program Manager

Job Description:
The Key Personnel Program Manager (PM) serves as the single point of accountability to the Government for successful execution of Task Orders supporting satellite ground systems, satellite operations centers (SOCs), and associated support services at Kirtland AFB, Albuquerque, NM.
- The PM leads a high-performing, cross-functional team delivering engineering, integration, operations, and sustainment capabilities in support of rapid space mission deployment for the warfighter.

Key Responsibilities:
Program Leadership & Execution:
- Provide overall program management across cost, schedule, performance, and risk for multiple concurrent Task Orders.
- Serve as the primary interface with SSC/SD Government stakeholders, mission partners, and subcontractors.
- Lead execution of ground system engineering, SOC operations, integration, and sustainment activities supporting RDT&E and operational missions.
- Ensure rapid responsiveness to mission needs, including surge and non-standard work hours when required.
Cost, Schedule, and Performance Management:
- Manage CPAF/IDIQ contract execution, including forecasting, Earned Value, and financial controls.
- Deliver accurate, timely reporting integrating technical progress, schedule, and cost.
- Develop and execute corrective action plans as needed to address variances.
- Drive exceptional CPARS performance through disciplined execution and proactive Government engagement.
Team Leadership & Workforce Development:
- Lead and manage a multi-disciplinary workforce (engineering, operations, cyber, logistics, etc.).
- Build, retain, and mentor high-performing teams with emphasis on low attrition and mission continuity.
- Coordinate subcontractors and partners to ensure unified delivery aligned to mission objectives.
- Promote a collaborative, inclusive, and high-accountability culture consistent with modern delivery organizations.
Stakeholder Collaboration & Innovation:
- Partner with Government, FFRDCs, and mission teams to shape solutions, resolve challenges, and accelerate mission timelines.
- Promote digital transformation, Agile delivery models, and DevSecOps practices within ground systems and operations.
- Support concept development, AoA activities, and mission integration planning.
Risk, Quality, and Compliance:
- Lead risk management processes, including identification, mitigation, and reporting.
- Ensure adherence to security (TS/SCI), RMF, NISPOM, and Air Force directives.
- Oversee implementation of a quality control program, including root cause analysis and continuous improvement.
- Ensure compliance with configuration management, cybersecurity, and operational standards.
Required Qualifications:
- 10+ years of program management experience supporting DoD or Space Force contracts.
- Proven success managing large, complex IDIQ or multi-Task Order contracts.
- Experience with satellite ground systems, SOC operations, or space mission programs.
- Demonstrated leadership of 100+ FTE teams and subcontractor ecosystems.
- Certifications: PMP, DAWIA, or equivalent strongly preferred.

Education Level:
Bachelor’s degree in Engineering, Science, or related field (Master’s preferred).
