Job Description
Markon is seeking a highly experienced Senior Program Manager to lead a Sponsor-focused Educational Development, Training, and Mission Support program in Chantilly, Virginia. The successful candidate will provide overall leadership, strategic direction, contract oversight, and operational management for a team of approximately 15 personnel supporting mission-critical knowledge management, training, information-sharing, and operational support activities.

Responsibilities
- Serve as the Program Manager responsible for overall contract execution, performance, and successful delivery of all contractual requirements, deliverables, and program objectives.
- Lead and manage a team of approximately 15 personnel, ensuring effective staffing, task execution, professional development, and mission support.
- Act as the primary interface with Sponsor stakeholders, Contracting Officer's Technical Representatives (COTRs), and contractor leadership.
- Manage all contract deliverables, ensuring products, reports, training support activities, and program requirements are completed on schedule and meet Sponsor expectations and quality standards.
- Develop, track, and report program performance metrics, including instructor effectiveness, training outcomes, student engagement, and other measures supporting continuous improvement of cyber training programs.
- Analyze program data and performance trends to identify risks, recommend improvements, and ensure training objectives align with Sponsor mission requirements.
- Oversee contract financial performance, including labor utilization, burn-rate management, forecasting, funding execution, and resource allocation across multiple CLINs.
- Manage Operational Direct Costs (ODCs) and serve as the Responsible Officer (RO) for Government-Furnished Property (GFP) and Contractor-Acquired Property (CAP), ensuring compliance with Sponsor property management requirements.
- Collaborate with technical, operational, and business stakeholders to support Sponsor cyber operations, training initiatives, and knowledge management objectives.
- Prepare and deliver executive-level briefings, program status reports, performance metric reviews, and strategic recommendations to Sponsor and corporate leadership, translating complex operational and training data into actionable insights.
- Foster strong customer relationships and effectively resolve complex operational, contractual, and personnel-related issues.
Qualifications
Required:
- An active TS/SCI clearance with Polygraph eligible for cross over.
- Bachelor's degree or equivalent in a Science, Technology, Engineering or Mathematics (STEM) field
- Minimum of Four (4) years of full-time work experience supporting computer science, information systems, engineering, mathematics, business, or other related scientific or technical discipline shall be considered equivalent to a bachelor's degree.
- Minimum of four (4) years of experience as a program manager on an effort of similar size and complexity ensuring overall success of the program and alignment with contract objectives and priorities
- Demonstrated experience in program management and/or team leadership in the following areas: planning, directing, cost management, scheduling, and timely and successful completion of tasks
- Demonstrated experience in computer science, information systems, engineering, systems development, or other related scientific or technical discipline
- Personnel management experience to include strong written and communication, problem solving, and organizational skills
- Ability to effectively collaborate with many diverse groups
Desired:
- A working understanding of Sponsor Cyber Operations
Prior experience working with US Intelligence Agencies to develop, administer, and manage training programs - Experience supporting the Sponsor's (Center for Cyber Intelligence
Prior experience supporting the Sponsor's contracting and/or acquisition office. - Working knowledge of Sponsor cyber operations and associated mission support activities.
- Experience serving as Program Manager for contracts supporting 15 or more full-time personnel.
- HIVE Knowledge management platform familiarity.
- Experience with the adult development and training processes (ADT).
