Job Description
Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a Data Analyst to support KPS and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

The Data Analyst will collect, analyze, and report on program data to identify trends, support decision-making, and drive process improvements. Core responsibilities include data quality oversight, system maintenance, and conducting quantitative and qualitative analyses to develop reports, visualizations, and data-driven insights for federal staff and program leadership. This is an ONSITE position required to be performed at the Washington, DC, office locations, with telework available upon approval.

The Data Analyst will collect, analyze, and report on program data to identify trends, support decision-making, and drive process improvements. Core responsibilities include data quality oversight, system maintenance, and conducting quantitative and qualitative analyses to develop reports, visualizations, and data-driven insights for federal staff and program leadership. Essential Functions, Responsibilities & Duties may include, but are not limited to:
- Compile, prepare, and analyze quantitative data using Excel, Python, R, and other analytical tools to support grant administration and program oversight.
- Conduct both basic and complex statistical analyses to identify trends, patterns, and actionable insights across federal grant programs.
- Perform longitudinal data analysis, including Program Information Report (PIR) analysis, and develop high-quality written reports explaining the results of data compilation and analysis activities.
- Prepare management information reports on a periodic, cyclical, or ad-hoc basis to support program leadership and decision-making.
- Identify and resolve reporting anomalies and data quality issues to ensure the integrity of program data.
- Create data-driven presentations for management meetings, conferences, and leadership briefings.
- Support congressional reporting and respond to other high-priority data requests in a timely and accurate manner.
- Conduct trend analysis and comparative assessments across programs and regions to identify opportunities for program improvement.
- Conduct qualitative analysis of grant applications, budgets, intake forms, and other grant-related documents.
- Review documentation to identify errors, missing information, or required follow-up actions and communicate findings appropriately.
- Analyze correspondence and communications between the federal government and grant recipients to identify themes and patterns in textual data.
- Leverage AI tools appropriately while adhering to federal policies, including approved AI platforms.
- Synthesize qualitative findings into actionable recommendations for program staff and leadership.
- Develop compelling data stories that communicate complex insights to diverse audiences, including both technical and non-technical stakeholders.
- Create executive summaries and briefing materials for leadership, including materials for state conferences and internal decision-making support.
- Design and deliver oral presentations with support materials to a variety of audiences.
- Generate crosstabs, detailed analytical tables, and data visualizations to support reporting needs.
- Translate complex data findings into clear, actionable recommendations that drive program improvements.
Position Requirements:
Education:
- Bachelor's degree in Statistics, Mathematics, Economics, Data Science, or a related field from an accredited college or university.
Required Experience:
- A minimum of 3 years of relevant post-baccalaureate professional experience directly related to data analysis.
Required Skills and Competencies:
- Strong analytical and critical-thinking skills with the ability to work independently and collaboratively in a team environment.
- Demonstrated ability to aggregate, analyze, and present data from multiple sources in a clear and meaningful way.
- Experience with methodology or implementation of AI application tools (GitHub, R, Qualtrics, Tableau, or Power BI), ArcGIS
- Experience reporting analytical findings to diverse audiences, including both technical and non-technical stakeholders.
- Experience with Excel, Python, R, and preferably Smartsheet
- Experience working with data layers and data infrastructure to support analytical and reporting activities.
- Experience with qualitative data analysis methodologies, including identifying themes and patterns in textual data.
- Proven ability to manage multiple analytical projects simultaneously and meet deadlines in a fast-paced environment.
- Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and web-based collaboration tools.
- Professional communication skills, both written and oral, include the ability to produce high-quality written reports and deliver oral presentations.
Travel Requirements:
- Contractor personnel are required to travel within and outside the Region during the performance of this contract to conduct site visits, attend meetings, conferences, and training
Additional Requirements :
- U.S. citizenship or legal authorization to work in the United States
- Ability to obtain and maintain a Public Trust security clearance
- Ability to pass required background investigations for access to federal facilities and systems
- Ability to work independently and collaboratively in a team environment
- Ability to maintain confidentiality and handle sensitive information appropriately
- Willingness to complete mandatory training requirements

Desired Skills and Competencies:
- Experience working with federal grant programs, particularly in data analysis or program oversight capacity.
- Knowledge of Head Start or similar early childhood education programs.
- SQL, GIS, Data Visualizations, Survey Methodology or Implementation, application of AI
- Knowledge of survey methodology or survey implementation practices.
- Experience with AI tools and platforms, including GitHub and Qualtrics, in compliance with applicable federal policies.
- Familiarity with web-based data quality and collaboration tools.
