Job Description

Duties

  • Independently plan, schedule, and perform safety surveys and inspections of the clinics and support facilities.
  • Serve as a Fire Prevention and Interim Life Safety Program Manager SME with assigned responsibilities for the overall Fire and Life Safety Program management for inspections, training, and other programs for the medical treatment facility.
  • Conduct fire response training sessions and safety training for departmental personnel.
  • Inspect and determine the status of compliance by personnel with safety rules and regulations.
  • Evaluate facilities for physical hazards to ensure compliance with safety standards.
  • Prepare written reports of inspections detailing issues identified, standards violated and recommend corrective action.
  • Responsible for full implementation of requirements of assigned programs independently conduct surveys to identify and evaluate risk potential.
  • Investigate personal injuries and property damage incidents and mishaps to determine cause and recommend corrective action to prevent reoccurrence.
  • Monitor the workplace for toxic substances and harmful physical agents.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • This position is a TERM Not to Exceed 4 years position. It is time-limited and may be extended up to a maximum of eight years.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires the incumbent to have Tuberculosis testing.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position may require occasional shift/night work to coordinate quarterly required fire drills.
  • Travel may be required up to 15% to Naval Branch Health Clinics- Dahlgren and Indian Head.
  • May be required to wear Personal Protective Equipment clothing and/or equipment provided to minimize or eliminate hazardous conditions.
  • Lifting up to 25 pounds may be required.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes applying fire protection principles & practices applicable to hospital/clinical facilities; reviewing fire and life safety programs to improve and/or maintain safe conditions within hospital/clinical facilities; inspecting hospital/clinical locations such as patient care areas, pharmacy, laboratory, and supply to identify safety hazards; and ensuring compliance of safety rules & regulations in accordance with Joint Commission Standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
