Job Description

Duties

  • Develop and/or implements methodologies to consistently analyze the assumptions, potential risk, feasibility, adequacy, and general assessability of proposed sensitive strategic initiatives.
  • Develops and/or implements methodologies and employes quantitative and qualitative criteria to objectively assess the effectiveness and impacts of mature sensitive strategic initiatives.
  • Liaises with OSD, Joint Staff, combatant command, military departments and ASO officials to appropriately represent stakeholder perspectives (e.g. priorities, requirements, constraints, etc.) during revies of assessments of sensitive strategic initiatives.
  • Performs contracting officer representative (COR) functions on behalf of ASO.

  • The incumbent may be required to submit to a counterintelligence scope polygraph.

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience , which has equipped with the particular knowledge, skill in applying structure analytic techniques and assessment methodologies to synthesize and evaluate large, complex data sets; identify and assess potential courses of action; and develop policy recommendations for senior-level decision -makers; ability to operate effectively across strategic, operational, and tactical echelons and to address regional and functional issues that affect the U.S., allied, partner, and adversary national equities,; ability to communicate complex or controversial subject matter clearly and accurately, using appropriate terminology and Intelligence Community tradecraft standards to support informed decision-making, and skill in conducting, explaining, and defending cost-benefit and resourcing analysis to support programmatic and policy recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Skill in applying structured analytic techniques and assessment methodologies to synthesize and evaluate large, complex data sets; identify and assess potential course of action; and develop policy recommendations for senior-leader decision makers.

2. Ability to operate effectively across strategic, operational, tactical echelons and to address reginal and functional issues that affect U.S., allied, partner, and adversary national equities.

3. Ability to communicate complex or controversial subject matter clearly and accurately, using appropriate terminology and Intelligence Community tradecraft standards to support informed decision-making. Ability to collect, analyze, and interpret data; develop and defend analytic conclusions; recommend solutions; and prepare precise cogent briefings, assessments, and memoranda for senior Department officials.

4. Skill in conductions, explaining, and defending cost-benefit and resourcing analyses to support programmatic and policy recommendations.

5. Knowledge of Department of Defense and Intelligence Community systems, tools, and analytic environments, including classified and unclassified networks and data-analytic software.

6. Knowledge of the Intelligence Community and eternal research organizations, including their structures, roles, issions, strengths, weaknesses, analytic standards, collection systems, and planning processes.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
