Job Description

Duties

  • Requirements Subject Matter Expert responsible for identifying, developing and capturing capabilities based technical requirements and leads O-6 level quarterly operational needs and project reviews.
  • Provides combat development and support expertise in the planning, developing, and coordinating requirements for the fielding of state of the art, tactical combat survival and support equipment.
  • Identifies system/material enhancement requirements supporting a wide variety of special operations missions, real world scenarios and crisis levels.
  • Monitors performance of fielded combat and support systems and equipment to ensure that operational performance meets mission requirements. This position leads, directs and manages Scientific and engineering professionals to achieve cutting edge solutions in support of elite Joint SOF. This position leads engineering and scientific professionals during Joint Integrated Product Teams and Joint Integrated product Development Teams.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of organization program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of combat, combat support, and combat service support operations with a mastery of qualitative and/or quantitative methods for the assessment and improvement of major aspects of combat development and support system plans, procedures, and equipment for application during war, mobilization, mobility, exercise, deployment, and similar operations Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Advance knowledge in Special Tactics, Joint, and Special Operations Forces operations, employment scenarios, tactics, techniques and procedures.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvementof tactical combat, survival, and support systems and procedures for use of such equipment and systems during major operations such as contingency, military operations other than war, mobilization, deployment.
  • Knowledge of organization program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of the relationship of the various special operations forces (SOF) entities involved in overall planning and execution of military operations and evaluations.
  • Knowledge of and skill in the application of Combat Control expertise as it applies to assigned programs.
  • Ability to negotiate complex issues and maintain good working relations.

Conditions of Employment Continued:
  • Minimum 4 years' experience in the Special Tactics community or demonstrated equivalency.
  • May be required to guide and/or train lower graded employees.
  • The work may require an employee to drive a wide variety of motor vehicles and/or various watercraft in support of equipment or system evaluation. An appropriate valid driver's license may be required for the position.
  • The employee may be required to work other than normal duty hours (0800-1700), which may include weekends, and/or holidays and/or overtime.
  • The employee is required to carry and monitor a pager while on or off duty and respond as directed. This may include reporting for duty during other than normal duty hours.
  • Position is designated Special-sensitive; incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAPs) and may be subject to polygraph examination. A non-disclosure statement must be signed.
  • Based on operational necessity, TDY away from home station in support of unit mission may require travel by military air or ground transportation.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
