Job Description

MIT Lincoln Laboratory is a federally funded research and development center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. These efforts are aligned within key mission areas, including air and missile defense; space control; homeland protection and tactical systems; biological-chemical defense; communication and information technology; intelligence, surveillance and reconnaissance systems and technology; and advanced electronics technology. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

Position Description

The Contracting Services Department is seeking a Subcontracts Administrator with a minimum of three (3) years of experience in contracts, subcontracts, procurement, supply chain, or related acquisition functions. The successful candidate will support the procurement and administration of professional services, architectural and engineering (A&E) services, construction-related services, and other facility-related acquisitions in support of MIT Lincoln Laboratory's Facilities Services Department, Capital Projects Office, and Facilities Modernization Plan (FMP) initiatives.

The ideal candidate will possess experience with sourcing, market research, solicitation development, proposal evaluation, price and cost analysis, negotiations, subcontract administration, and documentation of procurement actions. Experience supporting design, engineering, construction, facilities, or capital improvement projects is highly desirable.

The candidate will work closely with internal stakeholders, project managers, technical staff, consultants, contractors, and vendors to support project objectives and resolve procurement-related issues. The successful candidate should demonstrate strong customer service, sound business judgment, attention to detail, and the ability to build positive working relationships in a collaborative environment.

Primary Responsibilities

  • Support the planning, solicitation, evaluation, award, administration of subcontracts
  • Assist with procurement activities for architectural, engineering, construction, facilities maintenance, and other professional services.
  • Conduct market research and support sourcing strategies.
  • Prepare solicitation packages including Requests for Proposal (RFPs), Requests for Quotation (RFQs), Invitations for Bid (IFBs), and Requests for Information (RFIs).
  • Analyze proposals and quotations, perform price analysis, and document procurement decisions.
  • Negotiate pricing, delivery schedules, and subcontract terms and conditions.
  • Prepare correspondence and documentation required to obtain internal approvals and maintain acquisition files in compliance with MIT Lincoln Laboratory's approved purchasing system.
  • Coordinate with project managers and internal customers to ensure procurement activities align with project schedules and objectives.
  • Support subcontract change orders
  • Maintain effective working relationships with suppliers, consultants, contractors, and internal stakeholders.
  • Participate in special projects and other duties as assigned.


Minimum Qualifications

  • Bachelor's degree, or equivalent combination of education and experience.
  • Minimum of three (3) years of experience in contracts, subcontracts, procurement, supply chain, or related acquisition functions.
  • FAR and DFARS knowledge
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
  • Ability to communicate effectively in both written and oral form within a cross-functional professional environment.
  • Ability to obtain and maintain a government (DoD) security clearance.


Preferred Qualifications

  • Experience supporting facilities, construction, architectural and engineering (A&E), capital projects, or related procurement activities.
  • Familiarity with construction delivery methods such as Design-Bid-Build (DBB), Design-Build (DB), or Construction Manager at Risk (CMAR).
  • SAP procurement experience and familiarity with electronic procurement and purchase order systems.
  • Government contracting experience.
  • Professional certifications such as NCMA, DAU, CPSM, CPPB, NIGP, APICS, or similar.
  • Experience supporting the lifecycle of facility or construction projects from planning through closeout.


THIS CAN BE REMOTE BUT THE CANDIDATE NEEDS TO BE WITHIN 100 MILES OF THE LAB.

Hiring Range: $80,100 - $106,100
