The Leidos DigMod Sector, Health IT Division has an opening for a Healthcare Subject Matter Expert (SME) to support strategic initiatives across CMS MiSP program by providing cross-agency expertise. This role will serve as a key contributor in shaping solutions, developing high-quality written deliverables, and translating complex healthcare requirements into actionable strategies and compliant responses to improve program deliverables and on-contract growth.

THE CHALLENGE:
- Serve as a trusted advisor and recognized subject matter expert (SME) on health benefits agencies and their programs, including policy, requirements, operations, eligibility, coverage, and response models.
- Analyze and interpret complex customer requirements, translating them into compliant, compelling technical and management solutions.
- Lead the development and delivery of written artifacts (CDRLs), including technical volumes, continuous innovation and improvement narratives, and solution approaches that address critical customer challenges.
- Collaborate with technologists, chief engineers, solution architects, and program teams to design customer-centric, mission-aligned solutions.
- Develop and deliver clear, concise, and persuasive written content tailored for executive audiences, government stakeholders, and acquisition officials.
- Drive requirements decomposition, gap analysis, and traceability activities, ensuring alignment between customer needs and proposed solutions.
- Provide strategic subject matter expertise across federal health programs (e.g., CMS, HHS, VA, DHA) and commercial healthcare ecosystems.
- Advance healthcare transformation initiatives, including digital health, care delivery optimization, benefits modernization, and customer experience improvements.
- Engage proactively with customers and internal stakeholders to identify emerging trends, risks, and opportunities across the health benefits landscape.
- Advise program teams on policy interpretation, operational workflows, and compliance considerations to support successful program execution.
WHAT SETS YOU APART:
- Bachelor’s degree or higher in a relevant field. Advanced degree preferred.
- 15+ years of progressive experience delivering healthcare-focused solutions, programs, or services, with demonstrated expertise in complex healthcare environments. Additional years of relevant experience may be considered in lieu of a degree.
- Extensive experience supporting federal health agencies, with a strong understanding of mission objectives, operational priorities, and stakeholder expectations.
- Demonstrated ability to interpret, analyze, and develop solutions for highly complex customer requirements, aligning technical, operational, and business objectives.
- Exceptional written and verbal communication skills, including experience developing proposals, white papers, technical documentation, executive briefings, and customer-facing deliverables.
- Deep understanding of healthcare systems, benefits structures, reimbursement models, policy frameworks, and regulatory environments, with the ability to apply this knowledge to strategic initiatives and customer challenges.
- Proven ability to translate complex healthcare concepts and requirements into clear, actionable, and client-focused solutions that drive measurable outcomes.
- Strong analytical, critical thinking, and problem-solving capabilities, with demonstrated success engaging senior stakeholders, building consensus, and influencing decision-making across diverse audiences.
YOU MIGHT ALSO HAVE:
- Experience with CMS or VA customers, ACA marketplaces, or federal health benefits programs.
- Familiarity with health IT, digital health, or benefits modernization initiatives.
- Experience working in a GovCon environment supporting large-scale healthcare initiatives.
- Ability to support oral presentations, customer briefings, and technical solutioning workshops.
CLEARANCE / WORK ENVIRONMENT:
- Ability to obtain Public Trust or higher clearance (as required).
- All candidates supporting the CMS programs must have lived in the United States at least three (3) out of the last five (5) years prior to be considered.
- Hybrid/remote work flexibility with the ability to travel as needed to support program objectives, customer engagement, and business requirements.
