Job Description

Duties

  • Analyze and interpret complex, changing, or conflicting facilities regulations and directives from higher authorities to determine their downstream operational impact on Directorate goals.
  • Draft and update local operating policies, standard operating procedures (SOPs), guidelines, and administrative instructions to ensure mission parameters remain realistic and legally compliant.
  • Formulate corrective action plans and program adjustments when external mandates or structural changes threaten established mission progress.
  • Evaluate Directorate infrastructure and financial data to provide the Director with actionable guidance on long-range budget planning and facility resource utilization.
  • Analyze mission metrics to recommend the strategic re-purposing or modification of existing test courses, equipment, and facility structures to optimize organizational efficiency.
  • Monitor infrastructure development plans, engineering inspections, and physical plant status (identifying electrical, plumbing, or testing capacity shortfalls) to preemptively address project delays.
  • Act as the central communication conduit and programmatic liaison between the Director, Division Chiefs, and frontline workforce to deploy leadership intent across various functional disciplines.
  • Manage the Directorate's facility work order and safety compliance systems within Yuma Test Center, ensuring maintenance and construction activities align with standard federal safety criteria.
  • Coordinate organizational support services, conduct safety reviews, verify data completeness across safety plans, and orchestrate targeted training sessions to mitigate risk and maintain customer satisfaction.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes work that involves: 1) Executed projects and programs by tracking progress, and coordinating resources to meet goals.
OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, Communications, Public Adminstration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
