Job Description

Duties

  • Serves as the Division Chief, U.S. Army Corps of Engineers Learning Center (ULC), reporting directly to the Director of Human Resources (SES) for policy guidance, operations, staffing, budget, and performance evaluation.
  • Provides executive leadership for the planning, development, and execution of enterprise-wide training, establishing the vision and priorities for branch chiefs, faculty, and instructional systems design staff.
  • Ensures curricula and learning solutions are aligned with USACE strategic objectives and evolving workforce requirements.
  • Represents the U.S. Army Corps of Engineers in a wide range of official capacities, including higher-echelon inspections, committees, and professional conferences.
  • Provides executive leadership and strategic direction for all training and education operations within the ULC, ensuring alignment with enterprise priorities and mission requirements.
  • Serves as an integral member of the Human Resources executive leadership team and functions as the principal liaison and senior advisor.

BASIC REQUIREMENT for Supervisory Education and Training Specialist GS-1701-15:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in Education or in a subject-matter field appropriate to the position, such as Curriculum and Instruction.
OR
B. Combination of Education and Experience: Courses equivalent to a major in Education, or in a subject-matter field appropriate to the position, such as Curriculum and Instruction, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.

IN ADDITION TO THE ABOVE BASIC REQUIREMENT, YOU MUST MEET THE FOLLOWING EXPERIENCE REQUIREMENT:
Specialized Experience: One year of specialized experience which includes: 1) Providing executive leadership and strategic direction for enterprise-wide training and education programs to ensure alignment with organizational priorities and workforce requirements: 2) Planning, developing, and evaluating training and education programs across the full program lifecycle to ensure effectiveness, quality, and compliance with applicable accreditation standards; 3) Directing the integration of emerging educational technologies and instructional methodologies to enhance the accessibility and effectiveness of learning solutions; 4) Applying the Instructional Systems Design (ISD) process to oversee the development of performance-based training programs that produce measurable learning outcomes; AND 5) Managing significant budgetary and human resources to support a large-scale training organization, including long-range budget planning and workforce alignment.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
