Job Description

Duties

- Programming and Requirements Subject Matter Expert for 692 ISRG. Applies programming and requirements, resources experience, analyzes, develops and evaluates detailed plans, goals, and objectives for long-range implementation of AF and NSA/CSS intelligence operations and programs to support Pacific theater ISR requirements.

- Lead Group planner for Deliberate Plans and Continuity of Operations. Member is the Group's lead for coordination of deliberate plans supporting the National Defense Strategy priorities.

- Represents the 692 ISRG in Negotiation and Establishment of Agreements. Establishes, develops, and maintains effective working relationships with staff personnel, organizational commanders, key military and civilian personnel from various Group organizations and higher echelons including Joint Base and Naval Facilities and Engineering Command directorates, 480 ISRW, 16 AF, AF Cryptologic Office, NSA/CSS, PACAF and USINDOPACOM directorates and involve meetings chaired by the Joint Base Commander and the 15th Wing Commander.

- Serves as an Authority in One or More Intelligence Functional Disciplines. Demonstrates comprehensive knowledge of planning and requirements as subject matter authority within the 692 ISRG for programming aspects of NSA/CSS and 16 AF Signals Intelligence (SIGINT); secondarily possesses knowledge of Geospatial Intelligence (GEOINT).

- Conducts Staff Work Relevant to Plans and Programs. Prepares and delivers briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities and conveys information relative to proposed changes in assigned programs.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices related to the operational effectiveness of the 692 ISRG programs and mission functions and relationship within the Intelligence Community. Knowledge of qualitative and quantitative techniques, concepts and methodologies and resource management directives, concepts, procedures, guidance, and policies. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of database management systems, requirements analysis, and data manipulation and extraction techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Department of Air Force and DoD organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.

2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.

3. Knowledge of database management systems, requirements analysis, and data manipulation and extraction techniques.

4. Skill in gathering, assembling and analyzing facts; drawing conclusion; devising solutions to problems; identifying changes and trends; and preparing and presenting briefs and reports.

5. Ability to plan, organize and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

CONDITIONS OF EMPLOYMENT CONTINUED:

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
