Summary
All Native Group is seeking a System and Process Project Manager (SPPM) to support a federal database program in the missing and unidentified persons domain. This is a hybrid systems project management and quality assurance role: the SPPM owns the functionality, integration, and performance testing of the system, maintains the enhancement backlog, runs system audits, and serves as the central liaison between the government program office, internal teams, and software engineers. The ideal candidate is equally comfortable triaging a user-reported defect, evaluating a proposed enhancement, and translating program requirements into testable specifications. This position is for a proposal and any offer of employment will be contingent upon award.

Master's degree in criminal justice, computer science, or a related field.

Essential Functions
- Oversee the functionality, integration, and performance testing of the database, ensuring it meets all programmatic and contractual requirements.
- Maintain a prioritized list of system enhancements and modifications, and develop recommendations for future improvements.
- Conduct system audits to verify adherence to applicable policies and procedures, and monitor overall system performance.
- Track system functionality, assess and triage user-reported issues, and drive them to resolution.
- Serve as the primary liaison between internal teams, software engineers, and external stakeholders, including the government program office.
- Document test plans, results, and system changes to support program reporting and continuous improvement.
Competencies
- Experience within a criminal justice, forensic, or public safety environment.
- Familiarity with systems handling sensitive or personally identifiable information (PII).
- Working knowledge of QA/test methodologies, defect-tracking tools, and Agile/backlog management practices.
- Relevant certifications (PMP, CSM, ITIL, or software testing certifications such as ISTQB).

- Minimum 4 years of experience in functional and performance testing of database systems.

- Ability to obtain and maintain a Public Trust clearance and favorable background investigation/suitability determination.
- U.S. citizenship (typically required for federal Public Trust positions).
