JOB DESCRIPTION
Summary/Objective
The position requires one-on-one interaction with USAF staff on-premise. The position requires independent research and analysis, communication, documentation, and problem solving.
Essential Functions
-Provide technical support and guidance for effective employment of assets, including advising leadership at all levels on the efficient use of resources to achieve ACC objectives in support of Air Staff, Combatant Commanders, and Joint Staff requirements.
-Provide management and coordination of CAF and Joint Staff RC/WC-135 scheduling, sourcing, and validation of forces for Combatant Commanders. Provide sourcing solutions for Joint and Service-specific RC/WC-135 exercise and test support requirements, including review and validation of requirements.
-Advise leadership and recommend options to manage and improve RC/WC-135 processes, procedures, and doctrine; manning levels; efficiency and effectiveness; equipment capabilities; training requirements.
-Manage and perform RC/WC-135 Global Force Management (GFM) processes. Analyze data from readiness and sourcing activities, identify trends, and provide actionable recommendations to leadership.
-Support RC/WC-135 Enterprise Capability Management tasks, including global sourcing, ARC activation, planning, execution, and utilization. Coordinate directly with ACC/A3O for rated deployments and provide sourcing solutions for exercise, planning, and execution requirements.
-Manage the RC/WC-135 readiness program, ensuring effective oversight of Unit Type Codes (UTCs) and Unit Manpower Documents (UMDs). Utilize and manage readiness tools and processes such as Time-Phased Force Deployment Documents (TPFDD), Status of Resources and Training System (SORTS), Defense Readiness Reporting System (DRRS), Designed Operational Capability (DOC) Statements, Mission Capability (MISCAP) Statements, weapons system test support, and Joint In-Lieu-Of (ILO) requirements. Analyze readiness data provided by units to identify trends, gaps, and shortfalls, and develop actionable recommendations to address these issues. Provide leadership with regular briefings on readiness status, challenges, and proposed solutions, ensuring informed decision-making and effective program management.
-Perform deliberate planning and crisis action planning utilizing Joint Operation Planning and Execution System (JOPES) and Deliberate Crisis Action Planning and Execution Segments (DCAPES). Provide direct support for planning and execution requirements.
-Provide expertise, support, and advisement to leadership as EXPRESS Mission SME with primary focus on RC-135 S/U and WC-135 and associated EXPRESS mission taskings.
-Analyze current and future RC/WC-135 capabilities, including baseline configurations and quick-reaction capabilities (QRC), to determine operational training requirements and develop solutions to address emerging needs.
-Assist leadership in coordination, tracking, and management of ATO/ATC/ISA requirements for RC/WC-135 operations
-Provide analytical, administrative, and advisory support to leadership in preparation for and execution of the annual Senior Leader Operational Review (SLOR). Ensure leadership is fully informed and postured to effectively represent operational readiness equities during the SLOR process. Assist leadership in developing and documenting operational readiness ratings and assessments. Compile and analyze Front Line (FL) aircraft generation data, including the number of aircraft available for sortie generation, Flying Hour Program (FHP) metrics, Global Force Management Allocation Plan (GFMAP) sortie requirements, and other unit-provided metrics to inform readiness ratings.
-Assist the RC/WC-135 Operational Support task as a subject matter expert and point of contact for all administrative support program functions. Directly assist branch leadership in developing, establishing, implementing, and tracking branch administrative procedures. Analyze taskings, procedures, practices, and resources to ensure efficient and effective branch operations.
-Assist the RC/WC-135 Operational Support task to prepare and track branch taskings, consolidate required information, and make adjustments based on affected branch manning, experience, training, and abilities. Provide quality control and final review of all taskings and administrative documents prior to dissemination to ensure accuracy, compliance, and professionalism.
Required Education and Experience
-Experience as a USAF RC/WC-135 weapon systems aircrew member or a comparable DoW equivalent within the last 10 years (6 Years)
OR
USAF Headquarters Staff (NAF, MAJCOM, or above) experience working RC/WC-135 programs within the last 8 years
-Functional Area Manager (FAM) experience to include working with DCAPES, JOPES and updating Joint Capability Requirement Management (JCRM) with sourcing nominations. Preferably in RC/WC-135 and completion of initial DCAPES Course (4 Years)
-Relevant experience as a project and/or program manager with demonstrated ability to perform as a senior level expert and serve as a senior project lead (4 Years)
-Experience working within a USAF Headquarters Staff environment at the NAF, MAJCOM, or above level, with experience producing decision documents, developing and presenting staff-level briefings, building staff packages, coordinating actions across staff directorates and major command elements, and interfacing with senior USAF leadership and external staffs (3 Years)
-Proficiency with Microsoft Office 365 applications and platforms, including but not limited to Word, Excel, Access, PowerPoint, Outlook, Teams, and SharePoint, with the ability to produce professional documents, briefings, data analyses, and collaborative workspaces in support of senior leadership
