Job Description

OVERVIEW:

As our Growth Director, you sit at the center of our federal growth engine, leading capture, and proposal efforts across DHS (especially CBP, ICE, USCIS) and DOJ (especially FBI, ATF, DEA) while we grow from small business to full and open competition. Every day, you turn complex opportunities into clear plans, shape capture strategies and teaming, run full-lifecycle proposals, and still spend at least 20% of your time writing and developing RFIs and proposal responses to support our continued growth. You know how to unlock 20+ years of past performance, resumes, and proposal content, using both your own judgment and AI tools (including large language models) to surface the right stories, sharpen language, and move faster without sacrificing compliance or rigor. If you see yourself here, you have already led federal proposals in environments like DHS or DOJ, used Shipley or similar methods, care deeply about win rate and process, and are ambitious about building a growth organization you can eventually lead as our Chief Growth Officer.

GENERAL DUTIES:
  • Identify, research, and qualify new federal opportunities within DHS and DOJ, spending roughly 10-25% of time on new opportunity identification.
  • Conduct opportunity analysis (fit, competitiveness, risk, and readiness) to support bid/no-bid decisions and prioritize pursuits.
  • Work with leadership to align target opportunities to strategic growth areas, existing capabilities, and planned investments.
  • Support the development and refinement of account strategies and agency roadmaps, with the expectation of eventually overseeing account managers.
  • Serve as capture lead or deputy capture lead on priority pursuits, with a mix of leading some captures and supports executives on others.
  • Develop and execute capture plans, including win themes, customer call plans, competitive analysis, and gap closure activities.
  • Identify, recruit, and manage teaming partners (primes and subs), coordinate NDAs/CTAs with contracts, and shape winning teams.
  • Coordinate with delivery leads and SMEs to translate program performance and capabilities into compelling capture strategies and messaging.
  • Lead full-lifecycle proposal efforts from pre-RFP through submission, plus associated orals as needed.
  • Own proposal schedules, compliance matrices, outlines, storyboards, color team reviews, and final production/submission activities.
  • Interface closely with pricing/finance to ensure alignment between technical, management, and pricing volumes.
  • Refine and enforce proposal management processes (Shipley or similar) and templates, and train other staff to increase organizational proposal capacity.
  • Devote at least 25% of time to hands-on writing for RFIs, white papers, and key sections of proposals.
  • Rewrite and elevate SME-provided content into clear, compliant, and compelling proposal narrative aligned to evaluation criteria and win themes.
  • Develop and maintain core growth content assets, including capability statements, standardized resumes/key personnel bios, and past performance narratives.
  • Establish content standards, style guides, and libraries, and mentor staff to write to those standards.
  • Collaborate with executives, delivery leaders, solution architects, and functional leads to gather inputs and shape winning approaches.
  • Coordinate and lead internal meetings (kickoffs, stand-ups, status reviews, color teams) to drive clarity, accountability, and timely deliverables.
  • Coach and develop staff who support BD and proposals on a collateral-duty basis, with the expectation of building and leading a dedicated growth team over time.
  • Model a culture of accountability, continuous learning, and disciplined execution in all BD, capture, and proposal activities.
  • Develop and manage pipeline metrics to ensure consistent and sustainable growth
  • Track and report on key pursuit-level outcomes (e.g., bid/no-bid decisions, color review outcomes, win/loss results, debrief insights) to inform continuous improvement.
  • Partner with leadership to evolve how pipeline health is measured and reported, with an expectation to grow into ownership of pipeline quality over time.
  • Use lessons learned, debriefs, and metrics to refine processes, tools, and training that systematically improve win probability.
  • Contribute to the development and refinement of the company's growth strategy, including target markets, offerings, and partnerships.
  • Lead or co-lead initiatives to mature BD and proposal processes (playbooks, SOPs, training, tools) that scale beyond individual pursuits.
  • Demonstrate the leadership behaviors and business acumen expected of a future Chief Growth Officer, including strategic thinking, executive presence, and cross-functional influence.
  • Build a succession-oriented mindset by identifying future leaders and helping define roles (account managers, capture managers, proposal staff) as the organization grows.


REQUIRED QUALIFICATIONS:
  • 8+ years of federal business development, capture, and proposal experience, with a significant portion focused on DHS and DOJ.
  • Demonstrated success leading and managing full-lifecycle proposals (RFI through submission) in the federal space and track record of winning $10M+ Prime contracts.
  • Strong network within DHS and DOJ client and contractor communities preferred.
  • Shipley training or similar formal capture/proposal methodology required; APMP certifications ideal.
  • Proficiency in Salesforce or equivalent CRM platforms, federal market research tools, AI growth and proposal development tools, and acquisition resources, including SAM.gov and GSA eBuy.
  • Proven ability to rewrite and elevate SME content and to author complex management approaches, capability statements, resumes, and past performance sections.
  • Experience working with or alongside pricing and contracts to align technical and pricing strategies.
  • Demonstrated ability to mentor and train others in BD/capture/proposal best practices and to build processes and templates.
  • Ambitious, growth-oriented leader with a clear desire to build and lead a federal growth organization and step into a CGO role as the organization scales.
