We are seeking an Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) Program Area Manager (PAM) to shape APL's impactful contributions to the Department of War (DoW) and US Government ISR&T, battle management, command and control, and joint fires communities. You will lead a hardworking team of program managers and technical leaders who are responsible for innovative work in ISR&T-related research and development efforts, battle management and command-and-control (BMC2) capabilities, Joint Fires Network development, operations analyses, system prototyping and experimentation, system acquisition and test, and hands-on technical exchanges with operational users. As the ISR&T PAM, you will help lead the activities of the Precision Strike Mission Area (PSMA), identify and create new capabilities, manage relationships with Precision Strike sponsors and partners, develop and implement the PSMA strategy, advance the Mission Area's Strategic Vectors, and collaborate with stakeholders across APL. You will partner with line management to align technical talent and resources with Precision Strike Mission Area, Force Projection Sector, and cross-enterprise objectives as One APL, while building and mentoring multi-disciplinary teams that execute impactful programs, challenge the status quo, and drive continuous improvement and innovation.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. As the Program Area Manager (PAM), your primary responsibilities will be to...
- Lead the development and implementation of the Program Area vision and strategy aligned with PSMA priorities. Work with Program Managers to shape APL's ISR&T portfolio, with an emphasis on increasing APL's impact across ISR&T science and technology (S&T), BMC2, Joint Fires Network development, acquisition programs, with increasing emphasis on test and evaluation, experimentation, and operational performance.
- Serve as the Group Supervisor of the ISR&T Program Area Group. Provide leadership, coaching, and mentoring to the ISR&T Program Managers and program teams to develop a well-rounded ISR&T portfolio with technical and operational impact and to develop the generation of technical and programmatic leaders. Retain and hire high-impact staff members to strengthen the ISR&T Program Area team. Resolve staff issues and provide recommendations to the Mission Area Executive and Sector leadership regarding staff member performance and compensation. Evaluate and approve routine group matters such as timecards, travel, reimbursements, purchases, training, budgets, office moves, and public disclosures.
- Establish deep, trusted relationships with ISR&T, BMC2, and joint fires sponsors and stakeholders. Increase the Precision Strike Mission Area's participation in large scale exercise and demonstrations. Continue to develop APL's technical leadership role and reputation in the Department of War (DoW) and US Government ISR&T, BMC2, and joint fires communities.
- Coordinate the allocation of program development funds for technical capability development and sponsor engagement. Work with Program Managers to identify long-term resource and capability needs for Branch and Group Supervisors, including staffing, facilities, and competencies.
- Assist the Mission Area leadership team to develop and execute strategies that reflect the needs of the sponsor and stakeholder communities, the interests of the Mission Area and Sector, and the values of APL.
- Perform oversight to ensure deliverables meet sponsor and APL expectations for performance, schedule, cost, and quality.
- Develop and maintain effective, collaborative working relationships with other PAMs, Mission Area Executives, Branch/Group Supervisors, Chief Scientists/Engineers, technical leaders, business/contracts personnel, and others throughout the Sector and across APL, particularly with partners in National Security Space and Theater Defense working on BMC2, joint fires, kill-web integration, sensing, targeting, and operational decision-support capabilities.
- Serve as the focal point for the Precision Strike Mission Area's ISR&T, BMC2, and joint fires-related activities at external organizations and sites, including the Denver APL field office, relevant IC and INDOPACOM-area sponsor sites, and other sponsor facilities.

Qualifications
You meet our minimum qualifications for the job if you...
- Possess a Bachelor's degree in engineering, mathematics, physics, computer science, or another related science discipline, or equivalent level of relevant experience.
- Have at least ten years of successful program management, project management, or technical leadership experience in the planning and execution of technically challenging efforts.
- Have demonstrated ability to effectively lead multi-disciplinary, dynamic teams to successful outcomes.
- Have a background and understanding in relevant technical areas associated with the development and deployment of ISR&T, BMC2, and joint fires-related capabilities, such as system-of-systems engineering, tactical or space-based sensing systems, signal processing, data fusion, operational decision support, kill-web integration, and advanced effects chains.
- Demonstrate excellent verbal and written communication skills, with the ability to effectively interact with all levels of staff and sponsors.
- Can take regular trips to the National Capitol Region, Southern Maryland, Hawaii, California, and Colorado for program meetings with additional occasional travel beyond the local area for various program needs.
- Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

- Have an advanced technical and/or management degree (MS or PhD); supervisory experience at APL; direct experience working with advanced concepts, prototyping, and system design, development, and integration.
- Have at least ten years of experience and deep understanding in technical areas associated with the ISR&T, BMC2, joint fires, kill-web integration, and operational decision-support domains.
- Are experienced with Navy, Air Force, and Army integrated strike operations, joint fires, BMC2, warfighting concepts, and the intelligence community.
- Have well-established relationships in the APL Precision Strike, ISR&T, joint fires, and/or command-and-control sponsor communities.
- Have excellent knowledge of policies, procedures, programs, and technical proficiencies across the APL Enterprise.
- Hold a current TS/SCI clearance with polygraph.
