Job Description

Duties

  • You will assess the need for improvements to Master Clock and time transfer electronics systems, subsystems, components, connections, and their associated electrical power systems; and design, modify, build, assemble, repair, and maintain them.
  • You will physically install electronic circuits and cables, moving equipment and clocks, general maintenance, and similar work.
  • You will assist the different time transfer divisions with respective missions.
  • You will recognize the need for new techniques, particularly of electronic nature, and develop them using nonstandard theory, taking into account the complex dependencies between the Master Clock and other time transfer systems and subsystems.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications

To qualify for a GS-12, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience independently identifying the need for improvements to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems.
  • Experience physically installing electronic circuits and cables, moving equipment and clocks, general maintenance, and similar work.
  • Experience writing formal reports and publications on developed procedures.
  • Experience performing routine installations and calibrations of GNSS systems.
  • Experience training other electronic technicians in standard and nonstandard techniques developed by incumbent.
  • Experience recognizing requirements, developing new electronic techniques for monitoring performance, adapting available analytical tools for the problem at hand.
  • Experience carrying out acceptance tests of commercially procured equipment to verify contractual

  • Experience using a variety of guidelines, manuals, and standard reference materials that are not completely applicable to the work or have gaps in specificity requiring the incumbent to use judgment and initiative to interpret and adapt them to specific cases and problems.
  • Experience utilizing a variety of processes to complete assignments requiring independent judgment and skill to interpret and analyze considerable amounts of data, plan work, and refine methods and techniques.
  • Experience applying a broad number of established methods, procedures, and techniques that affect the operation of systems and equipment and the timeliness and economy of operations, service, and equipment.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position requires access to Sensitive Compartmented Information (SCI).on a continuing daily basis. Incumbent must complete an .initial Tier 5 Investigation (TS)and be favorably adjudicated to meet the Navy SCI personnel and security criteria derived from Director of National Intelligence - Intelligence Community Directive 704 (ICD 704). Incumbent must continue to meet ICD 704 personnel security criteria as long as this position is occupied. Periodic updates of the T5 will be initiated at four and one half year intervals to determine the eligibility of the incumbent to continue to be granted access to SCI material and data.

Incumbent must be willing to travel for up to 2 months per year, for up to 2 weeks at a time. The incumbent may travel to locations near the equator or near the artic.
