Job Description

Duties

  • Inspects hazardous materials, explosives, ammunition, special cargo documentation and packaging in accordance with applicable DoD, AF, AMC and civilian directives.
  • Performs comprehensive inventories ensuring the protection of resources and executes a broad range of specific storage assignments as directed by AF and civilian directives.
  • Performs tasks involved in receiving and shipping items.
  • Conducts pre- and post-audits and maintains shipping documentation.
  • Drives one or more types of vehicles/equipment, such as pickup, panel, and flatbed trucks, aircraft loading vehicles, buses (16+ paxs) which typically have a gross vehicle weight of over 32,000 pounds.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours such as rotating shifts, overtime, weekends, on-call, holidays, etc. Emergency overtime may be required.
  • Certification to the Hazardous Materials Inspector qualification level is required. Employee must obtain and maintain currency at all times.
  • May be required to carry a duty phone for on-call support
  • May be required to participate in contingency situations, both real world and exercises.
  • Must have a valid state CDL driver's license with Class A and B endorsements.
  • Must be able to obtain and maintain a Secret security clearance.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office
  • to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • As required, may train and/or guide other personnel in performance of special material handling duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of the position.
  • Employee must be able to communicate effectively in English, both spoken and in writing.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000-Packing and Processing Family, General Packing and Processing. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a HAZARDOUS CARGO SHIPMENT INSPECTOR (MVO/FLO) without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and application of the regulations, instructions, procedures and work methods governing the preparation, inspection, storage, and loading hazardous materials, explosives, ammunition, and other items requiring special handling for air, water and surface movement.

2. Knowledge of accepted warehousing methods, procedures, and material handling techniques; and of warehousing functions such as material receiving, storage, issuing, and preservation. Knowledge and ability to prepare and conduct cargo/mail inventories.

3. Knowledge of regulations, procedures, and policies related to safety, records maintenance and documentation to include knowledge of inventory records procedures, requirements, Air Force Third Part Payment System and freight classification guide.

4. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers, and scanners.

5. Ability to safely operate vehicles/equipment and interpret/apply instructions pertaining to material handling; maintain tools, equipment, and work area in a neat, clean, and orderly manner.

6. Ability to communicate effectively, both orally and in writing; read and follow specifications, instructions, sketches, illustrations, blueprints, and vehicle operating manuals.

Physical Effort
Works on hard surfaces and in work areas that require standing, stooping, bending and working in tiring and uncomfortable positions. May lift and carry weights up to 40 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to moderate physical effort in reaching, bending, turning or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering and tilting forklift trucks. Subject to possible strain caused by vibration of forklift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire.

Working Conditions
Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards or chemical fumes while working in a hazardous materials area. May be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves, masks and rubber aprons.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
