Job Description

Duties

  • You will serve as the Corporate Business Operations Director and Administrative Department Head, responsible for providing a variety of essential management services to facilitate the direction and operation of the Administrative Department.
  • You will analyze and evaluate major administrative technical and/or programmatic aspects of substantive mission-oriented programs.
  • You will perform a variety of administrative, analytical, evaluative, technical and advisory services for the Command regarding functions of business practices, strategic and tactical planning, management, training, facility, and budget.
  • You will apply extensive knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of the Command.
  • You will lead, plan, and conduct studies/projects, developing detailed plans, goals, and objectives for long-range implementation and program administration.
  • You will identify and develop ways to resolve problems or cope with issues that affect the accomplishment of principal program goals and objectives of the Command.
  • You will provide, secure and/or negotiate for the resources and services required to manage and execute the functional responsibilities of the Command.
  • You will counsel, train and assess the effectiveness of management personnel regarding developing, maintaining and improving management methods and procedures, and seeing to the effective utilization of personnel and resources.
  • You will develop plans and identify the financial, personnel and resource requirements and problem areas as required and receive for resolution, all action documents pertaining to area of responsibility.
  • You will recommend actions to the Executive Director concerning administrative functions with responsibility to provide information, make decisions and take actions on administrative matters in conformity with established policies and procedures.
  • You will be responsible for the continued operation of administrative functions and take appropriate action to improve or simplify operations, reduce operating costs, and institute changes to obtain greater coordination or more efficient operations.
  • You will participate in studies involving administration with responsibility for the execution of administrative management responsibilities related to the accomplishment of the mission assigned.
  • You will develop resource guidance and perform continuous appraisal of the utilization of command resources in accomplishing program objectives and goals.
  • You will perform the full range of administrative and technical management supervisory duties.
  • You will support the Command's Affirmative/EEO Program; ensuring EEO principles are reflected in all aspects of personnel management.
  • You will assign work and establishes priorities: give advice, counsel and/or instruction to subordinates on both work and administrative matters; interview and recommend selections of candidates for positions.
  • You will provide direct supervision executing supervisory responsibilities such as approving leave, evaluating performance, making recommendations for selection, hearing grievances, etc.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing administrative and management procedures to evaluate program or policy effectiveness and make operational modifications; collaborating with other departments to develop plans or policies to empower organizational mission accomplishment; evaluating and prioritizing goals against available resources.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $189,186. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
