The Industrial Security Analyst provides expert-level support for industrial security policy development, planning, assessment, and program administration at a military service headquarters level. The Industrial Security Analyst serves as a subject matter expert in the implementation and oversight of the National Industrial Security Program (NISP), ensuring compliance with applicable Executive Orders, federal regulations, and agency security requirements. These duties and responsibilities include, but are not limited to the following:

Duties & Responsibilities:
  • The Industrial Security Analyst will support the development, implementation, administration, and continuous improvement of Industrial Security policies, programs, and procedures.
  • Interpret and apply laws, regulations, directives, and guidance governing Industrial Security programs, including Executive Order 12829 and the National Industrial Security Program (NISP).
  • Review, analyze, and develop Industrial Security policies, procedures, instructions, and guidance documents to ensure regulatory compliance and operational effectiveness.
  • Determine Facility Clearance (FCL) and Personnel Clearance (PCL) requirements for contractor personnel supporting government contracts and programs.
  • The Industrial Security Analyst will evaluate Foreign Ownership, Control, or Influence (FOCI) considerations and assess impacts on contractor eligibility to access classified information.
  • Support National Interest Determination (NID) reviews and documentation associated with foreign ownership and classified contract requirements.
  • The Industrial Security Analyst will develop, review, coordinate, track, and maintain Contract Security Classification Specifications (DD Form 254) and associated contractual security documentation to ensure completeness, accuracy, and compliance.
  • The Industrial Security Analyst will conduct Industrial Security assessments, program reviews, and evaluations to identify risks, vulnerabilities, and compliance gaps.
  • Provide recommendations to mitigate security risks and improve Industrial Security program effectiveness.
  • Develop, review, edit, and maintain complex technical and security-related documents, including policies, procedures, Tactics, Techniques and Procedures (TTPs), job aids, reports, manuals, and briefing materials.
  • The Industrial Security Analyst will translate complex security and technical concepts into clear, concise, and easily understood guidance suitable for diverse audiences, including senior leadership, government personnel, supervisors, contractors, and the public.
  • Ensure written products comply with agency correspondence standards, formatting requirements, grammar, style guides, and technical accuracy standards.
  • The Industrial Security Analyst will prepare written communications that effectively inform, instruct, persuade, or direct organizational actions related to Industrial Security requirements and initiatives.
  • Collaborate with multidisciplinary stakeholders, subject matter experts, program offices, contracting officials, security professionals, and leadership to achieve program objectives and consensus on security-related matters.
  • The Industrial Security Analyst will facilitate coordination among internal and external organizations to resolve security issues and support mission requirements.
  • Utilize government databases, security systems, and automated tools to support Industrial Security operations and reporting requirements.
  • Maintain security records, databases, reports, and documentation in accordance with applicable regulations and agency requirements.
  • The Industrial Security Analyst will provide program analysis, status reporting, metrics development, and administrative support for Industrial Security initiatives.
  • Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):
  • Demonstrated experience supporting Industrial Security programs within the Department of Defense, Department of Homeland Security, or other federal agencies.
  • Knowledge of Executive Order 12829, the National Industrial Security Program (NISP), and related Industrial Security regulations and guidance.
  • Experience developing, reviewing, and maintaining DD Form 254s and associated contract security documentation.
  • Knowledge of Facility Clearance (FCL) requirements, Personnel Clearance (PCL) processes, FOCI mitigation measures, and National Interest Determination (NID) requirements.
  • Experience developing and reviewing security policies, procedures, guidance, and technical documentation.
  • Strong written and verbal communication skills, including technical writing, editing, and document development.
  • Demonstrated ability to coordinate with diverse stakeholders and build consensus across organizations.
  • Proficiency with Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Access.
  • Experience using government security systems and databases such as NCAISS, NISS, JPAS, CVS, ISMS, and related security information systems.

Minimum Education/General Experience:
  • Bachelor's degree in a security related discipline
  • 5 years documented qualifying experience,
  • 10 years of documented experience may be substituted for a bachelor's degree.

Preferred Qualifications:
  • Experience supporting Industrial Security programs at a headquarters-level organization.
  • Knowledge of Department of Homeland Security (DHS), Department of Defense (DoD), or U.S. Coast Guard Industrial Security policies and procedures.
  • Professional certifications related to Industrial Security, Personnel Security, Physical Security, or Information Security.
  • Experience conducting security assessments, compliance reviews, audits, and program evaluations.
