Summary:
We are seeking a highly qualified Operational Program Manager to join our team. This position will play a critical role in providing operational program management support to Project Lead Joint Services (PL JS) and CPE A&E, engaging with senior leadership across Army commands to support programmatic documentation, strategic planning, and industrial base initiatives in support of national defense priorities.

We are seeking a highly qualified Operational Program Manager to join our team. This position will play a critical role in providing operational program management support to Project Lead Joint Services (PL JS) and CPE A&E, engaging with senior leadership across Army commands to support programmatic documentation, strategic planning, and industrial base initiatives in support of national defense priorities.
Key Responsibilities:
- Provide Operational PM Support and serve as a primary point of contact for Government technical direction, responsible for the direct supervision and tasking of assigned Contractor personnel.
- Engage with Senior Leadership and all other Army commands, including Picatinny Arsenal, to participate in and assist with drafting programmatic documentation of assigned PL JS Projects regarding technologies, concepts, and/or systems.
- Coordinate Senior Level Officials during site visits and meetings at Picatinny Arsenal, GOCO, AAP facilities, Army Headquarters, and other locations; provide firsthand feedback including agendas, minutes, action item lists, and summaries.
- Perform strategic planning, budget analysis (including RDT&E), research analysis, and technical assistance in support of PL JS programs, including workload modeling, fact finding, industrial base support, and efficiency studies.
- Participate in technical meetings, reviews, discussions, Integrated Product Teams (IPTs), and other forums while maintaining awareness of PPBES activities and preparing responses to inquiries from OSD, OMB, Congress, HQDA, and other stakeholders.
- Compile, organize, analyze, and report program information; assist in assessing program achievements, potential impacts of changes, and support for funding requirements, Strategic Portfolio Reviews (SPR), and program documentation.
- Provide Industrial Base support across the full range of duties described in AR 700-90, including DMSMS/obsolescence, industrial capabilities assessments, fragility and criticality (FaC) analyses, and related studies.
- Monitor acquisition policy, program, and budget issues; provide recommendations, draft briefings, information papers, and support for business reviews, PMRs, and other engagements (without presenting as official Government position).
Minimum Qualifications:
- Active DoD Secret Clearance (must be current and verifiable).
- U.S. Citizenship (required due to clearance and federal contract).
- Bachelor's degree in Program Management, Engineering, Business, or a related field (preferred; advanced degree a plus).
- Minimum of 7-10 years of relevant experience in program management, preferably within DoD acquisition, RDT&E, or industrial base support.
- Extensive knowledge of Military structure/operations, Research, Development, Test, and Evaluation (RDT&E) Management, and technical background.
- Strong understanding of PPBES, acquisition strategies, industrial base policy (AR 700-90), and DoD stakeholder coordination.
- Proficiency in Microsoft Office and experience preparing programmatic documentation, briefings, and analyses.
- Excellent communication, coordination, and technical writing skills.
