Description

The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State. Working with other offices and bureaus, foreign affairs agencies, and Congress, OBO's challenge is to set worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties and the use of sales proceeds.

The Department of State, Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination, and Support (DOS/OBO/PDCS) is responsible for the design, coordination, and management of OBO's construction and renovation programs.

The Office of Project Development and Coordination (OBO/PDCS/PDC) provides project management and project management support for projects from inception through completion. The projects that will be supported by this requirement are in U.S. facilities worldwide. These projects include studies, reports, renovations, repairs, and new construction. Budget estimates for these projects range from approximately $100,000 to $1,000,000,000.

Job Duties:
  • The Project Scheduler provides technical and analytical support for project planning, scheduling, and performance analysis activities associated with all phases of project and program execution.
  • The incumbent contributes engineering and scheduling expertise to multi-disciplinary teams of design and construction professionals in support of Division objectives.
  • Serves as a Project/Program Scheduler responsible for evaluating project scheduling requirements and developing recommended forecasts of time and resource needs for design and engineering projects. Based on these analyses and consideration of other assigned projects and program priorities, develop recommended assignments and completion schedules for Government review and approval.
  • Provides technical engineering guidance and scheduling recommendations to project stakeholders, technical team members, and managers regarding facility, structure, and engineering projects characterized by changing physical environments, evolving planning requirements, and complex cost and schedule considerations.
  • Maintains close coordination with Project Managers and other technical personnel to support the development and maintenance of project planning and execution schedules for new construction and major rehabilitation projects.
  • Scheduling support activities may include:
  • evaluation of project execution approaches;
  • development of project activities and work breakdown structures;
  • identification of task dependencies and network logic relationships;
  • application of CPM/PERT scheduling methodologies;
  • development of schedule duration estimates; and
  • preparation of analytical projections related to project resource requirements, including manpower, funding, and schedule impacts.
    • Provides technical scheduling support and recommendations to Project Managers in reviewing, validating, and updating project planning and execution schedules and in responding to special reporting requirements.
    • Recommend improvements to planning and scheduling techniques, methodologies, templates, and reporting practices and monitors scheduling progress and results for projects performed in-house or by contract.
    • Reviews and analyzes project progress reports to identify schedule risks, delays, trends, or other issues that may affect project execution or timely completion. Analyzes contributing factors and provides findings and recommendations to Project Managers or appropriate Government personnel for consideration.
    • Reviews scheduling baseline data and evaluates schedule-related impacts and constraints associated with project objectives, execution approaches, and performance considerations. Develops analyses and recommendations regarding efficient project execution alternatives for Government evaluation.
    • Serves as a senior technical resource in scheduling and project controls by providing expert advice and analytical support related to the planning, design, construction, rehabilitation, and alteration of facilities and structures.
    • Assists the Division Chief and Project Managers in identifying project scheduling considerations, available planning resources, and potential schedule impacts.
    • Serves as a technical coordination point for scheduling-related activities and supports collaborative problem-solving efforts among project stakeholders.
    • Performs additional studies, analyses, special projects, and related assignments as directed by the supervisor.
    • Reviews assigned project schedules to support accuracy, completeness of scope, incorporation of required milestones, and consistency with established scheduling standards and templates.
    • Prepares recurring and ad hoc written reports, status updates, schedule analyses, and data inputs in specified formats.
    • Develop and deliver schedule briefings, analyses, and presentations to management and project stakeholders.
    • Keeps the COR and/or Division Chief informed of significant schedule issues, concerns, risks, and potential impacts affecting assigned projects.
    • Supports project documentation activities to help ensure project schedule changes, funding actions, and related records are properly documented and maintained in accordance with established procedures.
    • Coordinates with Project Analysis Division (PA) schedulers and project personnel to support maintenance of current and accurate project schedules, milestones, and associated reporting information.
    • Reports observed security violations or concerns to appropriate Government supervisory or management personnel and supports safeguarding of classified and sensitive but unclassified materials in assigned work areas in accordance with applicable security requirements.


    Requirements

    • Must be a U.S. citizen.
    • Expert knowledge of principles and practices of construction, architecture, and engineering that enable the contractor to serve as an expert in project scheduling using Primavera.
    • Expert knowledge of advanced planning and scheduling methodologies and their application to engineering program and project management principles including PERT, CPM, LOB, GANTT, Systems Analysis.
    • Tiered Scheduling; resource loading/leveling; and performance management analysis.
    • Ability to communicate effectively, both orally and in writing, in highly complex, controversial, and time-sensitive matters, to highly diverse audiences at all levels of expertise and authority, both within and outside of government.
    • A Bachelor's degree from an accredited institution and eleven (11) years of related experience.
