What Impact You'll Have

As the Navy Tactical Exploitation of National Capabilities (TENCAP) Representative to Navy Warfare Development Center (NWDC) Fleet Experimentation, you will serve as the critical link between advanced National Reconnaissance Office (NRO) and Intelligence Community (IC) capabilities and the tactical maritime forces that employ them in support of operational missions. Embedded within NWDC Norfolk, VA under the OPNAV N99 framework, you will provide senior technical leadership that accelerates the transition of emerging intelligence capabilities from concept to operational employment across the Fleet.

You will advocate for, plan, coordinate, and assess the integration of Navy TENCAP capabilities during major Fleet Exercises (FLEX), ensuring advanced collection, exploitation, and analytical technologies are effectively evaluated within realistic operational environments. Through comprehensive after-action assessments and recommendations, you will directly influence the modernization of Navy intelligence, surveillance, reconnaissance, and targeting capabilities while shaping the future evolution of the Navy's Distributed SIGINT Operations (DSO) enterprise.

What You'll be Owning

As the Navy TENCAP Representative to Fleet Experimentation, your role is about accelerating decision advantage and enhancing Fleet lethality. You will be responsible for the planning, coordination, execution, and assessment of Fleet Experimentation initiatives supporting NWDC's mission to advance naval warfighting effectiveness. You will serve as the primary integrator between operational Fleet commands, resource sponsors, acquisition organizations, and technology providers to ensure experimentation efforts address priority warfighting challenges.
  • ACE-M Platform Integration & Data Exploitation: Serve as the lead coordinator, integrator, and operator for the Analytic Collaboration Environment - Multi-INT (ACE-M) capability supporting Fleet Experimentation activities. In this role, you will utilize ACE-M to ingest, aggregate, process, and visualize disparate national and tactical intelligence data streams across Commercial, SIPRNet, and JWICS environments to establish and maintain a unified Common Operating Picture (COP) for exercise commanders and operational staffs. You will leverage ACE-M's advanced data fusion, playback, and event reconstruction capabilities to support experimentation objectives and enhance operational decision-making.
  • Fleet Experimentation Planning, Execution & Assessment: Act as the principal advocate and project lead for integrating Navy TENCAP and Intelligence Community capabilities into Fleet Experimentation events. This includes developing experimentation objectives, measures of effectiveness, measures of performance, and comprehensive data collection strategies aligned with Fleet warfighting priorities. During live, virtual, and constructive (LVC) exercises, you will oversee experimentation execution and produce detailed After-Action Reports (AARs) and executive-level assessments that deliver data-driven insights into capability performance, including sensor-to-shooter timelines and operational outcomes.
  • National-to-Tactical Capability Integration: Lead the integration of National Technical Means (NTM), overhead collection systems, and advanced intelligence capabilities into Fleet exercises to replicate high-end combat scenarios and contested operational environments. Ensure that national capabilities are effectively transitioned to tactical users and evaluated for operational utility during experimentation activities.
  • NIWDC WTI Coordination & Tactics Development: Serve as the primary liaison to the Naval Information Warfighting Development Center (NIWDC), supporting the development and institutionalization of emerging Information Warfare capabilities. Coordinate, develop, and deliver senior-level briefings and operational updates to Information Warfare Warfighter Tactics Instructors (WTIs). Facilitate the incorporation of ACE-M-enabled workflows, national capabilities, and experimentation findings into Fleet tactics, techniques, procedures (TTPs), and doctrine development initiatives.
  • Fleet Liaison & Operational Advocacy: Represent Navy TENCAP and NWDC during Fleet Warfighting Integration Process (WIP) conferences, Maritime Operations Center (MOC) planning events, and operational planning workshops. Advocate for the integration of national capabilities and emerging technologies into Fleet planning efforts from concept development through execution. Collaborate extensively with Fleet commanders, operational planners, warfare development centers, and Joint stakeholders to ensure experimentation efforts address critical warfighting challenges.
  • Strategic Resource Alignment & Program Integration: Navigate the Planning, Programming, Budgeting, and Execution (PPBE) process to synchronize experimentation priorities with available resources and funding mechanisms. Ensure that critical warfighting gaps are addressed through targeted investments and capability development initiatives by aligning National Intelligence Program (NIP) and Military Intelligence Program (MIP) funding streams with Fleet Experimentation schedules and evolving operational requirements.
  • Requirements Development & Capability Gap Analysis: Engage directly with Fleet operators and stakeholders to identify, assess, and document operational capability gaps and unmet mission needs. By translating tactical shortfalls into highly actionable Military Intelligence Program (MIP) project solicitations and capability development recommendations, you will help drive future technological innovation and support capability prioritization efforts informed by experimentation outcomes.
  • Prototype Evaluation & Capability Transition: Oversee the operational evaluation and field assessment of emerging hardware, software, and multi-domain data fusion technologies during Fleet experimentation events. Through rigorous testing and analysis, you will identify promising capabilities suitable for Fleet adoption and develop transition strategies that accelerate their movement from experimentation to operational employment within a 12- to 24-month timeframe. You will work closely with acquisition organizations, Systems Commands, and resource sponsors to facilitate the successful transition of validated capabilities into programs of record and operational use across the Fleet.

What You Must Have
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance
  • U.S. Citizenship
  • Minimum of 5 years experience working with National Technical Means (NTM), overhead sensor systems, space-based intelligence collection, or IC data architectures
  • Experience utilizing, configuring, or managing ACE-M (Analytic Collaboration Environment - Multi-INT) or closely related GOTS/COTS multi-INT data fusion platforms
  • Understanding of Information Warfare pillars, Carrier Strike Group (CSG) structures, Navy command-and-control (C2) applications, and the Fleet Experimentation (FLEX) lifecycle
  • Familiarity with tactical data processing pipelines, cloud-based data architecture, multi-INT data fusion methods, and cross-domain solution (CDS) mechanisms
  • Experience leading enterprise-level technical integration efforts involving multiple organizations and stakeholders
  • Excellent written and verbal communication skills with the ability to communicate effectively with technical teams, operational users, and senior leadership

What Would be Nice to Have
  • Bachelor's degree in Computer Science, Information Technology, Network Engineering, Cybersecurity, Data Science, or a related technical discipline
  • Experience utilizing ACE-M for post-mission reconstruction, forensic analysis, or target development during joint exercises
  • Familiarity with the DoW acquisition process, rapid prototyping frameworks, and JADC2 initiatives
  • Prior military service or direct operational support to Combatant Commands or Naval Intelligence organizations
