Job Description

Duties

  • Plans, organizes, and oversees the activities of the Directorate of Standards and Innovation.
  • Exercises supervisory personnel management responsibilities.
  • Represents HQ CCC with a variety of installation and functional area organizations.
  • Provides expert information technology and mission support services to the management chain, Air Force, Space Force, and DoW senior leaders, as well Department of the Air Force-wide customers

  • This position is subject to provisions of the DoD Priority Placement Program
  • Position is designated Special Sensitive and incumbent must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is designated by the Air Force as a testing designated position (TDP) under the Air Force drug testing program. As a mandatory requirement for employment in this TDP.
  • The incumbent is (A) to refrain from use of illegal drugs and (B) submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per DoD 8140.03, para 4.2.a. (2)., requires foundational qualification requirements within 9 months of assignment (cont'd)
  • to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of the requirements may be granted per DoD 8140.03. (cont'd)
  • Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
  • Position is centrally managed by Cyberspace and Information Technology CFT; DNRP is authorized.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-, or equivalent in other pay systems. Examples of specialized experience includes Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes Demonstrate applying the policies, principles, concepts. guidance, procedures, techniques, and methodologies pertaining to Information Technology and Cyber systems; Formulating program goals, plans, policies, and work plans dealing with the development and operation of command-wide functions and activities; Planning, organizing, and directing the functions of an organization as well as supervising, mentoring, motivating and appraising the staff of an organization through subordinate supervisors; Analyzing, planning, and adjusting work operations of subordinate organizational segments to meet program requirements and objectives within available resources; Utilizing subordinate supervisors to direct and oversee the work of subordinate organizations; and Planning work to be accomplished by subordinate organizations, setting/adjusting short-term and/or long-term priorities, and preparing overall plans/schedules for accomplishment of objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to integration acquisition, and fielding/deployment of Information Technology (IT) and Cyber systems on to the AF network.
  • Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
  • Knowledge of technological advances in related fields of cyberspace operations and IT for program planning functions in addition to broad knowledge of the Air Force and DoW Communications and Information systems technology.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
