Job Description

Duties

  • You will develop and submit annual funding requirements for the assigned systems/programs.
  • You will Process Rough Order Magnitude (ROM) cost estimates from all activities within the depot.
  • You will establish mutually supportive and beneficial relationships between naval aviation and commercial industry to integrate the use of business and trade practices within DOD.
  • You will initiate partnering opportunities between the Government and Industry in accordance with Title 10 Public Law.
  • You will develop, formulate and manage a program to enhance technology transfer for internal mission enhancement and external value benefiting both naval aviation and industry partners.
  • You will attend activety command conferences, meet with officials from Naval Systems Commands and other agencies as well as representatives of private industry.
  • You will develop and make formal presentations concerning depot capability stautus/concern/issues to review conferences.
  • You will participate as the depot technical representative on source selection committees.
  • You will develop, coordinate and direct the execution of future workload re-alignment plans to meet the command capacity and capability with potential customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Must have knowledge of capability planning and coordination, implementation and execution of industrial product support projects, resource allocation, and production. Must identify and analyze problems; weighs releveance and accuracy of information; seeks/generates and evaluates prospective solutions; makes timely/effective recommedations based on potential implications of findings or conclusions. Must demonstrate skill in using job-relevant information systems and/or software such as word processing, spreadsheets, automated research tools, database application, and the internet. Must anticipate and meet the need of both internal and external customers. Must deliver high-quality products and services; committed to continuous improvement..

Education

For the GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Successful completion of a Ph.D. or equivalent doctoral degree

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.

OR

Possession of an LL.M. that is related to this position being filled.
