Principal Advisor to the IC CIO

Key Tasks:

The successful candidate will serve as the principal advisor to the IC CIO, providing executive-level strategic guidance, stakeholder integration, and performance oversight to advance Enterprise IT priorities across the Intelligence Community. Leads the translation of IC CIO objectives into actionable plans, coordinates cross-organizational initiatives, develops executive decision support materials, monitors program performance, advises on resource planning and acquisition strategies, and ensures effective communication and execution of mission-critical initiatives.

Required Skills:

· Serve as a senior advisor to executive leadership on Enterprise IT strategy, governance, modernization initiatives, and organizational transformation efforts.

· Translate mission priorities and strategic objectives into actionable IT roadmaps, investment strategies, implementation plans, and measurable performance outcomes.

· Support IC, DoD, and Federal IT governance, policy, and compliance activities, including capital planning, risk management, acquisition oversight, and interagency coordination.

· Lead cross-functional stakeholder engagement efforts to align mission, business, security, and technology organizations toward shared objectives and integrated outcomes.

· Develop executive-level decision support materials, including strategic assessments, options analyses, briefing packages, white papers, and recommendations for senior leadership.

· Drive executive action tracking and accountability by monitoring decisions, coordinating follow-up activities, and ensuring timely completion of leadership-directed initiatives.

· Facilitate collaboration across diverse stakeholder groups to resolve issues, mitigate risks, and advance enterprise priorities.

· Provide strategic guidance on governance processes, resource allocation, and modernization investments to improve mission effectiveness and operational efficiency.

Desired Skills:

· Lead cross-functional stakeholder engagement efforts across mission, business, security, acquisition, and technology organizations to achieve shared objectives and integrated outcomes.

· Brief senior executives and governance bodies on strategic initiatives, program status, risks, recommendations, and decision points.

· Facilitate collaboration among diverse stakeholder groups to align priorities, resolve issues, and drive mission-focused outcomes.

· Develop executive-level decision support materials, including strategic papers, options analyses, white papers, executive briefings, and recommendations.

· Prepare and present decision-quality products that enable informed leadership decisions on enterprise IT, governance, and modernization initiatives.

· Manage executive action tracking by monitoring leadership decisions, coordinating follow-up activities, and ensuring timely closure of action items.

· Support senior leadership through the development of clear, concise communications, briefing packages, and strategic recommendations.

Required Education / Certifications:

· Masters Degree or higher in Business or a Masters Degree in Science Technology Engineering and Math (STEM) 6 years plus of experience

· Bachelor's Degree in Business or STEM 8 years plus of experience

The proposed salary range for this position in Maryland is 128,000 to 270,000. Final salary will be determined based on various factors.
