Job Description

Synchron has an exciting opportunity for a Senior Program Analyst to provide acquisition program management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. Y ou will provide support to the Undersea Defensive Warfare Systems Program Office (PMS 415) for Navy counter-measure defense systems. We are seeking a candidate to join our team and help provide the US Navy with cutting edge undersea warfare capabilities and technology. You will be providing direct support to the AN/SLQ-25 Nixie torpedo countermeasure program.

Responsibilities:
  • Lead the data collection, consolidation, and preparation of all official program briefings, including, but not limited to:
    • Quarterly Program Reviews (QPRs)
    • Program Management Reviews (PMRs)
    • President's Budget (PB) Congressional Briefs,
    • Participating Acquisition Resource Manager (PARM) briefs
  • Manage and maintain the J-Group SSTD PM/DPM bi-weekly action item tracker, ensuring all tasks are updated and tracked to completion.
  • Manage program documentation and correspondence, including drafting official letters, memorandums, and point papers.
  • Support all budgetary and financial drills for the PMS 415J portfolio. This includes:
    • Updating Program Objective Memorandum (POM) issue sheets and slides.
    • Reviewing and providing input for Shipbuilding and Conversion, Navy (SCN); Other Procurement, Navy (OPN); and Operations and Maintenance, Navy (O&M,N) funding profiles.
    • Managing and updating P-forms (P-3a, P-40) and R-forms (R-2, R-3, R-4) budget exhibits.
    • Updating and managing Navy Enterprise Planning System (NEPS) based program records.
    • Maintaining and updating SSTD Spend Plans in coordination with the Business Financial Manager (BFM) team.
  • Maintain and update the master installation and fielding schedules for both the AN/SLQ-25C and AN/SLQ-25E systems across all relevant ship classes.
  • Attend ship visits, industry days, and technical reviews (e.g., Factory Acceptance Tests, Production Acceptance Tests) to provide programmatic support and identify potential cost, schedule, and performance risks.
  • Represent PMS 415 program office equities at external stakeholder meetings, including the Surface Warfare Requirements Group (SURFRG) and Naval Aviation Requirements Group (NARG), and provide meeting summaries and action item reports.
  • Act as direct administrative support to all PMS415J members including Principle Assistant Program Manager (PAPM) and Assistant Program Managers (APM), managing meeting schedules, preparing agendas, recording detailed minutes, and tracking action items.
  • Manage and maintain the program's official Microsoft TEAMS and SharePoint sites, including folder structures, permissions, and organizational charts.

Education and Experience Requirements:
  • Acquisition Experience: 10 years of experience in DoD/Navy Program Management, Acquisition, or Logistics support (preferably within NAVSEA).
  • Financial Acumen: Strong familiarity with the DoD acquisition lifecycle, POM cycles, SCN/OPN/OMN funding colors, and Navy financial tracking (FINMOD, 7300s, Spend Plans).
  • Communication Skills: Highly proficient in translating complex technical data from Subject Matter Experts (SMEs) into digestible briefs for senior leadership (Captains, SHAPMs).
  • Organizational Skills: Strong event coordination abilities, exceptional administrative capabilities, able to juggle multiple IPT (Integrated Product Team) meetings, maintain schedules, and track action items seamlessly.
  • Tools: Proficiency in Microsoft Office Suite (especially PowerPoint for high-level briefs and Excel for financial tracking), Microsoft Teams, and SharePoint. Familiarity with NEPS (Navy Enterprise Planning System).
  • Active DoD Secret Clearance.
  • Bachelor's degree or additional equivalent experience.

Preferred Education and Experience Requirements:
  • Experience supporting the US Navy or active-duty Navy experience.

Work Location: Vicinity of Washington Navy Yard; full-time in office, limited telework options.

Travel: Up to 25% (CONUS) .
