Responsibilities:
- Serve as the primary point of contact between Government leadership and ACT1 management.
- Provide overall leadership, direction, and oversight for contract execution, personnel management, customer engagement, and mission delivery.
- Lead a multi-disciplinary workforce supporting program management, systems engineering, digital engineering, business and financial management, operations analysis, and administrative functions.
- Manage contract performance to ensure achievement of technical, schedule, cost, and quality objectives.
- Direct workforce planning, recruiting, staffing, employee performance management, retention, and succession planning activities.
- Lead recurring program reviews, risk assessments, and executive-level briefings for Government and corporate leadership.
- Oversee development and analysis of program schedules, resource plans, cost estimates, and execution metrics to support informed decision making.
- Monitor program performance through the integration of cost, schedule, technical, and financial management data, identifying trends, risks, and opportunities affecting mission execution.
- Provide leadership and oversight of Earned Value Management (EVM), performance measurement, schedule forecasting, and program control activities.
- Support affordability assessments, cost estimating activities, budget planning, funds execution monitoring, and financial analysis efforts across multiple program portfolios.
- Coordinate closely with Government and contractor financial management personnel to support planning, programming, budgeting, execution, and reporting requirements.
- Utilize program performance data, dashboards, analytics, and emerging AI-enabled tools to improve visibility into program health, resource utilization, and execution risks.
- Identify program risks and opportunities and implement corrective actions to ensure successful contract performance.
- Support strategic planning, business development, transition activities, and future growth opportunities within the customer organization.
- Foster a culture of accountability, collaboration, innovation, and continuous process improvement across the program.
Requirements:
- Bachelor's degree from an accredited institution.
- Minimum of ten (10) years of program or project management experience.
- Minimum of five (5) years supporting Federal Government or Department of Defense programs.
- Demonstrated experience managing large, complex professional services contracts supporting multiple functional disciplines.
- Demonstrated experience integrating cost, schedule, technical, and financial management considerations to support program execution and decision making.
- Experience overseeing program controls, financial management, budget execution, resource planning, or cost management activities.
- Demonstrated experience managing contract performance, staffing, schedules, deliverables, risks, and customer relationships.
- Experience briefing senior Government and corporate executives.
- Active Secret security clearance required.
Desired Qualifications:
- Experience supporting ACAT I, Major Defense Acquisition Programs (MDAPs), Integrated Warfare Systems, Combat Systems, or other complex Department of Defense acquisition programs.
- Experience supporting cost estimating, budget formulation, funds execution, financial analysis, or affordability assessments within Department of Defense acquisition organizations.
- Experience utilizing Earned Value Management (EVM), Integrated Master Schedules (IMS), performance measurement baselines, and program control methodologies.
- Understanding of Planning, Programming, Budgeting, and Execution (PPBE) processes and Department of Defense resource management practices.
- Experience supporting NAVSEA, NAVAIR, PEO, SYSCOM, or warfare systems organizations.
- Project Management Professional (PMP), Agile, Scrum, SAFe, DAWIA Program Management, or equivalent certification.
- Experience leveraging data analytics, business intelligence tools, automation, or Artificial Intelligence (AI)-enabled capabilities to improve program performance and decision support.
- Active TS/SCI clearance.
